On the eve of the Congress, sharing with Dan Viet Newspaper , many Party cell secretaries, village elders, village chiefs, and prestigious people of Bac Kan province expressed their belief and expectation in the success of the Congress as well as ethnic work in Bac Kan province in the new term.

Mr. Dang Tien Liu, a prestigious person in Phieng An village, Quang Thuan commune, Bach Thong district, Bac Kan province, said he was very happy that during the past term, the Resolution of the Congress was implemented very well. Through ethnic policies, the village where he lives in particular and the ethnic minority and mountainous areas of Bac Kan province in general have had positive changes.

"Thanks to policies, national target programs, production support projects, and construction of transport infrastructure, the economic development of ethnic minority and mountainous areas has had remarkable changes. In my village alone, 100% of households are poor, there is no theft or law violation. I believe and hope that in the next term, ethnic work will continue to improve the quality of its activities.

I expect that in the discussion section of the Congress, there will be many opinions and sharing on ethnic work, experiences and economic development models. The experiences and sharing of the delegates on socio-economic development, security and politics in ethnic minority and mountainous areas will certainly be valuable experiences, helping ethnic work at the grassroots level to operate more effectively," Mr. Liu expressed.

Mr. Ly A Than, Party Secretary of Khau Qua village, Nam Mau commune, Ba Be district, Bac Kan province, affirmed that the transformation of highland and especially disadvantaged villages is thanks to ethnic policies, including ethnic work and people working in agencies implementing ethnic policies.

According to the Party Secretary of Ly A Than village, Khau Qua commune has 57 households, in general, the implementation of policy propaganda and law dissemination is quite favorable because the people here are mainly of the same ethnicity, Mong. However, due to being in a remote area, with many transportation limitations, people's lives are still very difficult.

In addition, Khau Qua village is located in the core zone of Ba Be National Park, so it is not possible to carry out afforestation projects because it is not allowed to be cleared. People mainly carry out livestock models and benefit from production support projects such as pig and goat farming. In 2023, the whole village had 25 households allocated pigs, each household 5 pigs. In general, the pigs are growing well and all bring in a good income. However, the village still faces many difficulties. Currently, 95% of the whole village are poor households.

"We, the people of Khau Qua, always have absolute trust in the Party, the State and the ethnic policies. On the eve of the 4th Congress of Ethnic Minorities, we hope that the Party, the State, especially the provincial ethnic affairs agency, will bring more programs and projects to the ethnic minority areas with many difficulties like Khau Qua village," Mr. Ly A Than wished.

In addition, the Party Secretary of Khau Qua village emphasized: "The infrastructure from the commune center to the village was severely damaged by storm No. 3 due to landslides and damage. We hope to soon receive support from the government so that people can travel conveniently, helping to develop the economy and trade goods better in the coming time.

Due to the mountainous terrain, it is difficult for village officials and prestigious people to travel and propagate. Currently, prestigious people are supported with 500,000 VND/year. I propose to increase the support level so that traveling and propagating will be more effective. And finally, I hope and believe that in the next term, the ethnic work of Bac Kan province will continue to achieve many successes."

In Ngan Son district, Mr. Trieu Van Quy, Party Cell Secretary, Village Chief, a prestigious person in Phieng Khit village, Thuong An commune, shared that the economic development of Phieng Khit villagers mainly relies on special agricultural products such as chestnut trees, fragrant sticky rice "khau nua lech", and shiitake mushrooms. Thanks to the propaganda work on the Party's policies and the State's laws, in recent years, the people of Phuong Khit village have been very compliant, and no one has violated the law.

According to Mr. Quy, with the upcoming Congress of Ethnic Minorities, in the next term, the villagers hope to continue to receive more attention, especially in building traffic infrastructure, transport roads, intra-field canal systems and supporting production, creating livelihoods for people, helping people escape poverty soon.

Also according to the Party Cell Secretary, Village Chief, a prestigious person of Phieng Khit village, during the third term, through ethnic work and policies, national target programs, the people of the village have also benefited. Especially production support programs. In 2023, the village had 10 households supported, each household with 10 pigs; support for the distribution of hybrid chickens to 20 households, each household with more than 100 chickens. The supported households all implemented effectively, however, Phieng Khit village still has more than 50% poor households.

"Our people always have absolute trust in the leadership of the Party, the State and the ethnic policies. I believe that at the Congress, difficulties and problems will be discussed and solutions will be found. And I also especially believe that in the next term, ethnic work in Bac Kan will continue to be implemented effectively, bringing more policies, programs and projects to ethnic minority and mountainous areas like our village so that people can soon escape poverty, become well-off households, and gradually become rich," said Mr. Quy.
