
Mr. Nguyen Van Chien, Deputy Director of the Department of Agriculture and Environment, Deputy Head of the Provincial Steering Committee for Combating IUU Fishing, chaired the meeting, with the participation of a number of affiliated units, teams building value chain linkages in exploitation, a number of fishermen, facilities, and enterprises purchasing, processing and exporting aquatic products in the province.

At the Conference, delegates focused on discussing the following contents: Assessing the situation of building a value chain linkage model for exploitation, providing "clean" raw materials for processing; implementing regulations on decentralization of responsibility for export processing management and plans for monitoring processed raw materials and records of monitoring unloading output through ports; issuing certificates of origin of aquatic raw materials (SC); issuing certificates of origin of aquatic products (CC) to aquatic processing and exporting enterprises...

Speaking at the Conference, Deputy Director of the Department of Agriculture and Environment Nguyen Van Chien emphasized that in recent years, the Party, the Government, central ministries and branches, localities nationwide as well as Lam Dong province have made efforts to synchronously deploy many solutions to combat illegal fishing (IUU). The province is determined to remove the yellow card of the European Commission (EC).
This is the time for the whole country to focus on overcoming the recommendations to welcome the EC Inspection Delegation to Vietnam for the 5th time (expected in October 2025). Therefore, building a multi-target seafood value chain will increase the value of seafood, bringing benefits to fishermen and businesses.

According to the provincial Department of Agriculture and Environment, the province's annual seafood output reaches an average of over 230,000 tons. Thereby, creating an important and basic supply source to meet part of the raw material demand for export processing activities of enterprises.
However, the output eligible for certification of origin is still low compared to the total output of aquatic products exploited. In addition, the link between fishermen and businesses is still loose, mainly based on free transactions, lacking long-term commitments, leading to local shortages of raw materials or price fluctuations.
The whole province has 26 enterprises/34 processing workshops exporting aquatic products to foreign markets; of which, there are 5 enterprises exporting directly to the EU. The source of aquatic materials for processing and exporting is mainly purchased from within and outside the province and imported.
State management agencies need to facilitate customs procedures, quarantine, and export. At the same time, continue to have policies to support businesses in accessing information and warnings about countries violating IUU; support trade promotion, search and connect with reputable raw material suppliers in the world ...
Some seafood processing and exporting enterprises proposed

Concluding the Conference, Deputy Director of the Department of Agriculture and Environment of Lam Dong province Nguyen Van Chien highly appreciated the coordination of relevant agencies, units and enterprises. At the same time, he said that in order to promote the development of the seafood value chain associated with the work of preventing and combating IUU, it is necessary to have high consensus on awareness and action to implement the "dual" goal in the current period.
That is to focus on combating IUU fishing, proactively welcoming the EC Inspection Delegation to Vietnam, and working with the whole country to resolve the goal of removing the "Yellow Card". At the same time, focus on promoting the construction of a "seafood exploitation value chain", creating a source of clean raw materials for processing and export by 2025.
