Clarifying the responsibility of leaders who do not publicly practice thrift and combat waste

Discussing the draft Law on Thrift and Anti-Waste, delegate Mai Thi Phuong Hoa ( Ninh Binh Delegation) said that compared to the current law, the draft law has added explanations for some terms such as waste and thrift, but they are still general. The delegate suggested that the drafting agency continue to research and clarify the concepts so that they can be quantified, as a basis for determining wasteful behavior.

Regarding publicity in practicing thrift and combating waste, delegates proposed to add specific regulations on the responsibility of leaders in not implementing, not fully implementing, or implementing publicity in a formal manner. At the same time, in Clause 1, Article 13, delegates suggested to study and add other forms of publicity such as publicity at meetings and conferences of agencies and organizations, or public posting at headquarters, so that people can easily access information.

Regarding the responsibilities of State agencies, delegates proposed to add a provision on the responsibilities of the State Audit, because this is an agency that plays a very important role in detecting violations of the law, including violations of thrift and anti-waste. Delegates also suggested to review the responsibilities of agencies in handling the conclusions and recommendations of the State Audit related to waste to avoid the situation where conclusions and recommendations are not thoroughly handled.

Regarding the explanation of the terms in the draft Law, delegate Mai Van Hai ( Thanh Hoa Delegation) said that the new law explains the practice of thrift and anti-waste for the public sector, but not for the private sector and among the people, while the contents of the law mention many contents of thrift and anti-waste for the people, production and business activities... Therefore, the draft needs to explain more clearly about thrift and anti-waste for the people.

According to delegates, handling information to detect wasteful behavior is extremely important, but the provisions in the bill are still general.

“The head of an agency or organization that receives information related to waste is responsible for checking, reviewing and concluding on information related to his agency. As for information not directly related to the agency or organization, that unit is responsible for classifying and processing it to transfer the information. Therefore, the processing of information that detects wasteful behavior needs to be specifically classified,” said delegate Mai Van Hai.

Delegate Nguyen Thi Mai Thoa (Hai Phong Delegation) proposed to assign the competent authorities, possibly the Government or the Fatherland Front Committee, to research and guide the community in concretizing activities and behaviors of practicing thrift and fighting waste into the community's village covenants and conventions so that they become common rules of conduct for the community.

In particular, delegates suggested paying attention to regulations on setting examples, honoring, rewarding and criticizing in the community so that we can best implement the policy of taking savings as a goal and fighting waste as a task for the whole society.

Commenting on the concept of waste, delegates suggested that the draft law should have more comprehensive provisions, combining waste in human resources, time and other social costs.

“We are digitizing all management and operation activities and not using paper documents. All consultations and signatures are done electronically, but in the final settlement, we still require a set of paper documents. This is very wasteful and lacks uniformity. I suggest further research on this content,” the Hai Phong delegation delegate cited practical examples.

Explaining and clarifying some issues of concern to delegates, Deputy Minister of Finance Le Tan Can also said that the drafting agency seriously absorbed all opinions to complete the draft Law to be tight, feasible and of high quality.
