Doing a good job of mass mobilization in site clearance in Yen Khanh district

In recent times, Yen Khanh has focused on implementing the task of building advanced new rural areas (NTM), model NTM as well as important works and projects of the Central, the province and the district such as: DT.482 route; Day River overpass connecting Ninh Binh province and Nam Dinh province; highways; industrial clusters..., so the volume of site clearance for works and projects is very large.

In the period of 2022-2023, Khanh Van commune (Yen Khanh) has nearly 240 households subject to land acquisition (mainly agricultural land) for site clearance to construct 2 routes DT.482G and DT.482C with a total length of nearly 5 km (the project belongs to the province's key project on investing in the construction of DT. 482 route connecting National Highway 1A with National Highway 10 and connecting National Highway 10 with National Highway 12B). To create consensus among the people, the Party Committee and the government of Khanh Van commune urgently directed departments, branches, unions, party cell committees, villages and hamlets to participate, step up propaganda and mobilize people.

Comrade To Van Thanh, Standing Deputy Secretary of Khanh Van Commune Party Committee, said: The Party Committee, the commune government and the Party cell committees of villages and hamlets have organized many meetings to propagate the policies, meanings and benefits of the projects; publicize the compensation plan and call for the support and consensus of the people.

In particular, the Commune Mass Mobilization Bloc has established working groups to visit each household affected by the projects to propagate and mobilize; at the same time, grasp the thoughts, aspirations, opinions and recommendations of the people to reflect to the Party Committees and authorities at all levels to resolve promptly, appropriately and reasonably, ensuring the best interests of the people and in accordance with the provisions of the law... Therefore, it has created high consensus and unanimity among the people; up to now, the construction of the 2 roads has basically been completed.

Promoting the achieved results, Khanh Van commune is currently actively propagating and mobilizing people to support the land acquisition and clearance work, preparing to conduct auctions of land use rights in areas implementing the province's special mechanism. As a locality with many key projects of the Central, the province and the district being implemented, Khanh Hoa commune identifies this as an opportunity for the commune's development, but also poses challenges, especially in the land acquisition and clearance work.

During the 2011-2021 period, Khanh Hoa carried out land clearance three times to carry out the project of building the Cao Bo-Mai Son expressway connecting the Cau Gie-Ninh Binh expressway with National Highway 1A, affecting about 400 households.

In 2023, Khanh Hoa commune continued to coordinate with Yen Khanh district's Land Acquisition Council to carry out land acquisition for the construction of DT.482E and DT.482C routes with more than 200 affected households, and the land acquisition area of more than 25 hectares. With the quick leadership and direction of the Party Committee and the government, Khanh Hoa completed the land acquisition work to implement the project works on time, without having to enforce any cases.

Comrade Hoang Van Hung, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Khanh Hoa commune, said: In the process of implementing the land acquisition work, Khanh Hoa has mobilized the participation of the entire political system, synchronously implementing many solutions. In particular, mass mobilization work has been promoted to the maximum with the motto "slow and steady wins the race"; at the same time, compensation, compensation and support policies for land acquisition have been made public, thereby creating high consensus among the people.

Identifying site clearance work as the most difficult and complicated stage in the process of implementing construction projects, in which mass mobilization work is one of the important solutions to help remove "bottlenecks" in site clearance, in recent years, the Party committees, authorities, departments, branches and unions of Yen Khanh district have always focused on effectively implementing mass mobilization work in site clearance with many flexible and creative ways.

Comrade Pham Ngoc Hai, Standing Deputy Secretary of Yen Khanh District Party Committee, said: The District Party Committee and the Standing Committee of the District Party Committee have directed the good coordination between the agencies: the District Party Committee's Mass Mobilization Committee, the District Vietnam Fatherland Front Committee and socio-political organizations with the District People's Committee, the District Land Acquisition Council; built a Coordination Regulation between the District Party Committee's Mass Mobilization Committee and the District People's Committee, thereby proposing specific solutions in implementing land acquisition.

At the same time, leaders and direct all levels and sectors to well implement the grassroots democracy regulations in conjunction with thoroughly grasping and strictly implementing the principle: The Party's guidelines, policies and laws of the State must be in line with the people's wishes, stemming from the interests and legitimate aspirations of the people; strengthen the work of grasping the situation, thoughts, aspirations and legitimate and legitimate recommendations of the people; promptly explain and clarify concerns and problems so that people can understand, creating high consensus in implementation.

Enhance the leadership, direction and management role of Party committees and authorities at all levels, especially the sense of responsibility and pioneering spirit of heads of agencies, units and localities related to compensation, site clearance and land acquisition in the area to implement socio-economic development investment projects. In 2023 alone, Yen Khanh recovered 175,466 m2 of land, with a total compensation and support amount of over 53 billion VND for 361 households and individuals affected by works and projects.

After being fully and specifically informed, most households affected by the projects have agreed to hand over the land to the construction unit. Ms. Pham Thi Noi, Hamlet 4 Xuan Tien, Khanh Van Commune shared: My family has more than 100 square meters of agricultural and residential land affected by the implementation of the DT.482C project. Because the land area must be recovered right in front of the house and the remaining area is close to the road, my family is very concerned. After being informed and explained by the Party Committee and the commune government, my family knows that this is an important project of the province, aiming to expand traffic routes, serve people's lives, and develop the socio-economy, so we agreed with the policy, actively participated in meetings and discussions to agree on compensation and site clearance plans. Up to now, the route has been basically completed, and I am very happy and excited to be able to travel on a big and beautiful road.

Comrade Pham Ngoc Hai, Standing Deputy Secretary of Yen Khanh District Party Committee added: In the coming time, Yen Khanh District Party Committee will continue to lead and direct the implementation of mass mobilization work in site clearance for constructions and projects in the district. Focus on implementing the Law on Democracy at Grassroots Level; promote propaganda, dissemination and education of the law, create consensus in coordinating the implementation of projects.

Directing the coordination between levels, sectors, localities with the Land Acquisition and Clearance Council, promptly advising, proposing solutions, removing difficulties, obstacles, and difficult tasks right from the first stage in the implementation process. Strengthening the inspection and supervision of the implementation of the Party's guidelines and policies, the State's policies and laws on compensation and support for land acquisition and clearance of works and projects to hand over the site to the construction unit, ensuring the set progress.
