At the conference, the Party cell secretaries and heads of residential groups had many opinions, recommendations and proposals focusing on issues such as: needing to soon plan and calculate the construction of suitable parking lots and car parking spots, especially in public areas; legalizing non-agricultural land prices to both create conditions for people to develop the economy and generate revenue for the State; paying attention to and having mechanisms to create conditions for the construction and effective promotion of intellectual housing projects in villages and residential groups; establishing Party cells in social housing and apartment buildings; better managing extra teaching and learning.

Delegates also reflected on the current situation of many seriously degraded infrastructure works and roads that need to be repaired, renovated, and newly built soon; the construction of traffic works needs to be synchronized with electricity and telecommunications infrastructure, avoiding the case of "electric poles growing in the middle of the road"; calculating the planting of suitable flower varieties, trees, lawns, and flower beds that can withstand harsh weather conditions at small parks; many intersections with large traffic volume but no speed bumps or traffic lights; many river sections and canals have not been dredged or renovated...
