Mr. Nguyen Hong Quang, Head of the Management Board of Economic Zones and Industrial Parks (an agency under the People's Committee of Da Nang City) said that the unit performs the function of direct State management of economic zones in the city; manages and performs the function of providing public administrative services and other support services related to investment and production and business activities for investors in economic zones. Chu Lai Open Economic Zone has 14 established industrial parks, with an area of over 3,409.73 hectares.
According to the previous planning, the Chu Lai Open Economic Zone also has an industrial park planning area of 1,145 hectares. Up to now, it has attracted 218 projects, with a total registered capital of about VND 87,773 billion. Of which, there are 53 FDI projects and 161 domestic projects, the average occupancy rate of industrial parks in the area is 50%.
Mr. Nguyen Hong Quang proposed that the City Party Committee and the City People's Committee propose to the Central Government to direct relevant ministries and branches to research and develop and perfect legal policies on the management of economic zones and industrial parks in the direction of upgrading the legal framework from a decree to the Law on Economy and Industrial Parks to meet the requirements of economic zone management and operation, promote decentralization, authorization and compatibility with development requirements in the period of international economic integration.
The City Party Committee, the City People's Committee and the Central Government have allowed the construction of the Chu Lai Open Economic Zone Development Project in the new phase with an area expanding to the south bank of the Thu Bon River in the direction of establishing a special administrative economic unit, including the economic ecosystem and Chu Lai airport urban area combined with Chu Lai seaport. Pioneering in testing breakthrough and superior mechanisms to ensure attracting large domestic and foreign investors with strong brands to develop key industries, services, tourism, entertainment, ecological urban areas, and high-tech agricultural projects.
The City and the Central Government allow the application of strategic investment attraction policies to implement projects under the same mechanism as Resolution No. 136/2024/QH15 currently being applied to Da Nang city. In addition, the Management Board of Economic Zones and Industrial Parks also recommends that all levels propose to apply the Da Nang Free Trade Zone to the southern area of the city - Free Trade Zone in Chu Lai Open Economic Zone.
Standing Vice Chairman of the City People's Committee Ho Ky Minh emphasized that the City People's Committee will coordinate with investors and the Management Board of Economic Zones and Industrial Parks to consider the nature and scale of projects to have directions for attraction, allocation, and appropriate mechanisms and policies. For projects that are stuck due to land procedures and land prices, the City People's Committee will organize meetings and, together with relevant departments and branches, consider solutions.
Also in the afternoon of the same day, Standing Vice Chairman of the City People's Committee Ho Ky Minh, Vice Chairman of the City People's Committee Phan Thai Binh and other departments and branches inspected a number of projects in the Chu Lai Open Economic Zone.
