The 1st Congress of Dong Thap Provincial Party Committee, term 2025 - 2030 is a historical milestone, marking a new beginning for Dong Thap province, entering a new era of development with the whole country.

At the Congress, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap Province Le Quoc Phong presided over the election of the Presidium, Secretariat, and the Congress Delegate Qualification Examination Board.

Accordingly, the Presidium has 16 comrades, the Congress Secretariat has 5 comrades, and the Congress Delegate Qualification Examination Board has 7 comrades.

Standing Deputy Secretary of Dong Thap Provincial Party Committee Nguyen Hai Tram chaired the content through the official working program of the Congress. During 2 days (from September 30 to October 1), the Congress held 4 working sessions: preparatory session, official session, solemn session and closing session.

Under the direction of Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Dong Thap province Chau Thi My Phuong; Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Dong Thap province Phan Van Thang, the Congress unanimously approved the Working Regulations and Rules of the 1st Provincial Party Congress, term 2025 - 2030.

In the 2020-2025 term, with great efforts, high determination, solidarity and innovation of the entire political system, dynamism and creativity of all classes of people and the business community, Dong Thap province has overcome difficulties and recovered quickly after the Covid-19 pandemic. The socio-economy has seen many improvements, people's lives have been improved. Party building work has seen many innovations, the political system has been gradually streamlined, operating effectively and efficiently; national defense and security have been maintained.

Dong Thap province has completed the arrangement of organization and apparatus according to the 2-level local government model, with initial results showing smooth operation, meeting the needs of people and businesses.

Specifically, 305 commune-level party committees were merged into 102 commune-level party committees, ending the operations of 24 district-level party committees and equivalents; 4 new party committees directly under the Provincial Party Committee were merged and established. Currently, the Dong Thap Provincial Party Committee has 106 directly under the Party Committee, 1,006 grassroots party organizations and 120,752 party members, an increase of 16,581 party members compared to the beginning of the term, reaching a rate of 3.55% compared to the population.

The average economic growth (GRDP) over the past 5 years has reached 5.51%. The average GRDP per capita is estimated at about 85.5 million VND. The total budget revenue has reached more than 96,000 billion VND, an increase of 1.17 times compared to 5 years ago. The mobilization of investment capital for social development in the period of 2021-2025 is estimated at more than 346,000 billion VND, accounting for 29.3% of GRDP. 7,670 newly established enterprises, an increase of 27.1% compared to the period of 2015-2020.

During the past term, Dong Thap province focused on implementing 6 breakthroughs in: Developing agricultural economy; investing in the formation of key products and driving forces; developing enterprises and startups; building infrastructure; developing human resources; administrative reform and Party building. The results have created great changes in many important areas.

Agriculture has been given priority for investment, has developed rapidly, and has strongly changed the mindset from agricultural production to agricultural economy. Enterprises and start-up movements have developed in the direction of improving competitiveness and efficiency, playing an important role as a driving force for economic development. Collective economy, focusing on cooperatives, has developed with 120 newly established cooperatives, currently there are 537 cooperatives in operation.

Digital transformation of the agricultural sector has achieved positive results, 100% of data from the province to the commune has been digitized and openly provided to serve the people. The Smart Village model has been replicated by many communes, and to date the whole province has 6 Smart Villages.

The construction of new rural areas has achieved many outstanding results, with 100% of communes and districts meeting new rural standards. Dong Thap province completed the task of building new rural areas by 2024.

With 6 industrial parks and 17 industrial clusters in operation, industrial restructuring has achieved many important results, contributing to improving the value chain of key industries of the province.

Small-scale industries and traditional craft villages have been supported for development. The One Commune One Product (OCOP) program has developed strongly, leading the country with 1,002 products. Tourism has attracted nearly 25 million domestic and foreign visitors.

The quality of education has changed positively, with many indicators surpassing the average level in the Mekong Delta region and approaching the national average. The rate of nursery mobilization reached 29.5%, kindergarten 92.1%, universal preschool education for 5-year-old children. The high school graduation rate reached over 99.42%. The rate of schools meeting national standards reached 76.11%.

The health infrastructure from the province to the grassroots level has been consolidated and completed, including the Tien Giang General Hospital (1,350 beds) and Dong Thap General Hospital (700 beds) coming into operation, facilitating the improvement of the quality of health care for the people. The whole province has 9 private hospitals with modern equipment, meeting the needs of medical examination and treatment.

By the end of 2025, the province is expected to have 28 hospital beds per 10,000 people and 9 doctors per 10,000 people. Health insurance coverage will reach 95%. Preventive medicine and maternal and child health care have made much progress, with the malnutrition rate in children under 5 years old falling to 8.38%.

Dong Thap province has completed the program of eliminating temporary and dilapidated houses with 2,767 houses built and repaired. The poverty rate has decreased to 0.81%.

Many important traffic projects have been implemented such as: Rach Mieu 2 Bridge, Trung Luong - My Thuan Expressway, An Huu - Cao Lanh Expressway, My An - Cao Lanh Expressway. Provincial roads, district roads and rural traffic routes have been upgraded and expanded. Effectively exploiting traffic works along the coast and Tien River.
