Speaking at the incense offering ceremony, Head of the Hoan Kiem Lake and Hanoi Old Quarter Management Board Ngo Thi Thuy Duong said: Thang Long - Hanoi, a land of spiritual and talented people, where the sacred energy of mountains and rivers converges, has given birth to countless heroes and heroes, including virtuous and talented women who have contributed to the glory of the nation's history. Standing out in the flow of thousands of years of culture is Empress Y Lan - an outstanding woman, especially twice as regent of Dai Viet. From Gia Lam village to Thang Long Old Quarter, her image and achievements - a mulberry picking village girl who became Empress Y Lan - are still deeply imprinted in the memory and history books of Vietnam.

Yen Thai Communal House at No. 8, Tam Thuong Alley, Hang Gai Ward, Hoan Kiem District is the place to worship the Queen Mother - Royal Concubine Y Lan. She was the Royal Concubine of King Ly Thanh Tong and the mother of King Ly Nhan Tong. The Queen Mother - Royal Concubine Y Lan's real name was Le Thi Yen, born on March 7, Giap Than year (1044), from Tho Loi village, Duong Xa commune, Gia Lam district, Hanoi city (now Duong Xa commune, Gia Lam district). For more than half a century (from 1063 to 1117), she was the Royal Concubine, then Queen, and Regent of the Ly Dynasty.
With her profound wisdom and understanding, and sharp leadership ability, during her two regency, she carried out many political reforms, consolidated discipline, cared about people's lives; developed mulberry cultivation, silkworm breeding, built dikes to prevent floods and storms; promoted scholarship and education, encouraged the opening of schools; brought Confucianism and Buddhism closer to the people.

Not only was she an outstanding politician, she was also a devoted mother, caring for the lives of the people, especially women, children and the disadvantaged. When natural disasters occurred, she proactively issued edicts to relieve hunger, provide relief, exempt taxes and reduce levies, contributing to the building of a prosperous Dai Viet nation, laying the foundation for the prosperity of the Ly dynasty.
Thanks to the correct strategies and decisions of Empress Y Lan, the chaos was quelled, the starving people were saved, and Dai Viet quickly moved onto the path to prosperity. To show gratitude and respect for a superior talent, the people honored her as Quan Am Nu.
The incense offering ceremony was organized solemnly and economically, in accordance with the regulations on organizing festivals and traditional folk rituals, implemented according to the Project "Organizing traditional festivals in the Old Quarter and Hoan Kiem Lake area". This is a traditional cultural activity of practical significance, not only for the people of Hoan Kiem Ward, but also the pride of the people of the Capital; contributing to the preservation, maintenance and promotion of the traditional cultural identity of the nation; a beauty in the community cultural activities of the people of the Capital, expressing the sentiments and ethics of "When drinking water, remember the source", "When eating fruit, remember the person who planted the tree" of the Vietnamese people.
