“August Promise” in Vinh Hung

Handing over "red books" to two households

On the morning of August 29, the Vinh Hung Ward Public Administration Service Point was filled with a joyful atmosphere, excitement and overwhelming emotions of the people who received their first land use right certificates from the ward government.

Two households were given red books by Vinh Hung ward leaders, including Mr. Tran Quang's family - Mrs. Chu Thi Tan's family and Mr. Le Van Manh's family - Mrs. Ngo Thi Thoa's family.

Ms. Chu Thi Tan excitedly said: "I started making the "red book" for this land since 2002, however, due to many changes in the Land Law regulations, I have not been able to do it. Now, holding the land use right certificate in my hand, I am extremely happy and excited, especially impressed when the Party Secretary of the ward fulfilled his promise to issue the "red book" to our family in August."

It is known that in order to make a "red book" for Mrs. Chu Thi Tan's family, the officials and civil servants of Vinh Hung ward had to work very hard to verify the origin of the land and assets attached to the land... Even in the process of researching and making a record of handling violations in the land sector, the ward had to look up dozens of legal bases; then had to analyze for Mr. Quang and Mrs. Tan's family the content of handling violations of 1.775 billion VND and performing tax obligations to the state budget of 5.056 billion VND, thus ensuring all factors and conditions for issuing a "red book" in accordance with the provisions of law.

Previously, at the Vinh Hung ward conference on dialogue between the government and the people on urban management (July 29, 2025), after listening, Party Secretary and Chairman of the People's Council of Vinh Hung ward Nguyen Duc Dung clearly stated: "In the case of Mrs. Tan's family, after learning, I, on behalf of the Vinh Hung ward Party Committee and government, promise to issue red books in August."

Sharing the same joy as Mrs. Tan, Mrs. Ngo Thi Thoa said that after 9 years of waiting, the old Hoang Mai district government and the current Vinh Hung ward government have both enthusiastically supported and created conditions for her family to receive the "red book".

At the ceremony of handing over the land use right certificates to the family of Mr. Tran Quang - Mrs. Chu Thi Tan and the family of Mr. Le Van Manh - Mrs. Ngo Thi Thoa, Chairman of Vinh Hung Ward People's Committee Pham Hai Binh said: "Right after implementing the two-level local government model, Vinh Hung Ward chose the difficult steps and difficult tasks to dialogue with the people, including the state management of land and urban order. After the dialogue, we realized that the first applications for land use right certificates encountered many difficulties. Therefore, we assigned the departments, offices and units of the ward to review and compare with current regulations, and advise the ward leaders on solutions."

The above cases are the first two households to be granted land use right certificates for the first time since Vinh Hung ward operated the two-level local government model, demonstrating the high sense of responsibility of ward officials and civil servants who are close to the people, accompanying the people in solving pressing problems of the local people.

Sharing joy with the two households, Party Secretary and Chairman of the People's Council of Vinh Hung Ward Nguyen Duc Dung affirmed: "These are two cases where people have been waiting for 9 years and 23 years to be granted certificates and the ward has made efforts to resolve them within two months. We hope that all the legitimate wishes of the people, in accordance with the law, will be resolved."

Along with thoroughly handling administrative procedures and handing over "red books" to people, Vinh Hung ward has been carrying out many practical tasks to implement the Resolution of the 1st Congress, term 2025-2030 of the Ward Party Committee.

Typically, in August, Vinh Hung Ward started the construction of Thanh Tri Kindergarten at plot F3/NT2, meeting the expectations of local people for many years. The Ward also coordinated with the Hanoi Young Doctors Association to organize medical examinations and health consultations for nearly 500 meritorious people and the elderly aged 80 and over.

In the work of managing urban order, public order and environmental sanitation, Vinh Hung ward is conducting synchronously and drastically with specific solutions, initially focusing on 7 key streets, handling 6 groups of violations and implementing in three phases from the beginning of August to the end of 2025...

Providing more information about the results achieved from July 1, 2025 to present, Chairman of Vinh Hung Ward People's Committee Pham Hai Binh said that after two months of operating the two-level local government, in addition to the cases of being granted land use right certificates for the first time mentioned above, the ward has granted business licenses to nearly 300 households registered for business in the area, granted construction permits to 22 cases...

Party Secretary and Chairman of the People's Council of Vinh Hung Ward, Nguyen Duc Dung, affirmed that with the consensus and high determination of cadres and civil servants, along with the new mechanisms of the two-level local government, people will certainly feel the positive change.
