On average in previous months, the two points for issuing and exchanging driving licenses of the Hanoi Department of Transport at No. 16 Cao Ba Quat and No. 2 Phung Hung, Ha Dong received from 600 - 800 applications/day, but in recent days this number has been 1,200 to 1,300 applications/day (exceeding capacity), and on some days the number of people coming to register and needing to exchange driving licenses has tripled compared to normal days.

The number of people coming to register and need to renew their driver's licenses has increased, leading to the Hanoi Department of Transport's driver's license renewal reception room always being full, many people have to stand in line and wait.

At around 3:00 p.m. on December 19, there were 2.5 hours left before the end of the afternoon working hours, but people who came to the driving license issuance and renewal location at 2 Phung Hung (Department of Transport) were given an appointment by the system for the next day.

Explaining the reason for the increase in the number of people applying for driver's licenses, a representative of the Hanoi Department of Transport said that recently on social networks there has been some information related to the issuance and renewal of driver's licenses such as: Driver's licenses that have expired for 1 day must retake the theory test, B1 driver's licenses must retake the test or cannot be used, current driver's licenses have been changed to a new model... which has affected people's psychology, as a result, many people have gone to apply for or renew driver's licenses.

Providing a solution for this, the Hanoi Department of Transport said that currently, valid driving licenses, including paper driving licenses, are still used normally by people, and if they have not yet expired, there is no need to exchange them. Regarding the content of driving licenses that are one day overdue, they must retake the theory test as prescribed by the new Road Traffic Law - effective from January 1, 2025, the Hanoi Department of Transport said that it only applies to cases where driving licenses are due to be renewed but people let them expire for one day or more.

Along with that, the Hanoi Department of Transport said that, in addition to the two locations for issuing and exchanging driving licenses at the Department of Transport, which are No. 2 Phung Hung Street, Ha Dong District and No. 16 Cao Ba Quat Street, Ba Dinh District, people who really need to exchange driving licenses should go to the headquarters of 13 districts authorized by the Hanoi Department of Transport to carry out procedures for issuing and exchanging driving licenses for people. Including districts, towns and cities: Nam Tu Liem, Long Bien, Dong Anh, Soc Son, My Duc, Ung Hoa, Phu Xuyen, Dan Phuong, Quoc Oai, Me Linh, Thanh Oai, Ba Vi and Son Tay Town.
