Attending the event were Standing Deputy Secretary of the City Party Committee Pham Duc Tien; members of the Standing Committee of the City Party Committee; along with Secretaries, Standing Deputy Secretaries, Heads of the Party Building Committee, Heads of the Organization Committees of communes, wards and Party Committees directly under the City Party Committee.

Comprehensive assessment of the congress organization

In his opening speech, Standing Deputy Secretary of the City Party Committee Pham Duc Tien emphasized: The conference aims to objectively and comprehensively evaluate the direction and organization of congresses of the Party Committees at the grassroots level directly above, for the 2025 - 2030 term. Thereby, it points out the results achieved, the limitations, the causes, and draws lessons; at the same time, it sets out directions and tasks for the coming time, especially carefully preparing for the 17th Hue City Party Congress, towards the 14th National Congress of the Party.

At the conference, Deputy Head of the Standing Committee of the City Party Committee Nguyen Thanh Minh informed that the entire Hue City Party Committee has 44 grassroots-level Party Committees (40 communes, wards and Party Committees of agencies, police, and military). As of August 15, 2025, 100% of the congresses have been completed in accordance with the spirit of Directive 45 of the Politburo .

According to Mr. Minh, the congresses were seriously prepared from documents, executive programs to discussions. The Presidium promoted responsibility, scientific and flexible management; many discussion opinions were frank and enthusiastic, focusing on local development directions and Party building solutions.

The election was conducted democratically, openly, transparently, and in compliance with regulations. The election results ensured continuity and development. After the congress, the new Party Committees promptly held their first meeting, approved the working regulations, assigned tasks, developed the entire term's program, and implemented the resolution into practice.

Mr. Minh assessed that the resolutions of the Party Congresses were all passed with high consensus, demonstrating political determination in the new period.

Besides the results, some limitations still exist: Propaganda work in some units is not extensive; political reports are still long, development targets are not close to reality; the discussion atmosphere is sometimes not lively, still focuses on achievements, and lacks breakthrough solutions.

Delegates attending the conference

The main reason is that many newly established party committees after administrative mergers lack experience and at the same time have to carry out many important political, economic and social tasks. Some party committees have not carefully studied the directive documents, leading to confusion in running the congress.

From practice, Mr. Minh drew lessons: It is necessary to study and thoroughly grasp the instructions of superiors; strengthen the leadership role of the Standing Committee and the coordination of the advisory body; political reports need to be frank, clearly identifying breakthrough solutions; management work must be carefully prepared, anticipating situations; elections should be assigned to knowledgeable and experienced cadres.

Determination for the new journey

The conference also recorded many presentations from the Party Committees of communes and wards, focusing on innovating the application of information technology in organizing congresses; building practical documents, promoting collective intelligence; strengthening democracy, solidarity, improving the leadership capacity and fighting strength of grassroots Party organizations...

Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Phan Xuan Toan suggested that Party Committees continue to focus on a number of tasks: Issuing and strictly implementing working regulations; effectively using means and assets; reviewing leave regimes according to regulations; reasonably arranging cadres; focusing on public administration reform indicators; and strengthening coordination regulations between localities.

Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Phan Xuan Toan proposed focusing on a number of tasks in the coming time.

In his closing speech, Standing Deputy Secretary of the City Party Committee Pham Duc Tien acknowledged and highly appreciated the efforts, proactiveness and creativity of Party committees at all levels; the close direction and guidance of the Standing Committee of the City Party Committee and advisory agencies.

Mr. Pham Duc Tien affirmed: "The success of the congresses of the affiliated party committees is an important premise for the City Party Committee to successfully hold the 17th Hue City Party Congress, towards the 14th National Party Congress."

Standing Deputy Secretary of the City Party Committee Pham Duc Tien suggested that after the congress, Party committees at all levels should urgently develop an action program to implement the resolution; perfect working regulations, assign tasks scientifically and in accordance with reality. At the same time, continue to grasp the situation, maintain political and social stability; promote patriotic emulation movements, and be determined to complete the targets and tasks for 2025 and the entire term.

In particular, Party committees at all levels need to be highly determined in operating the two-level local government model; consolidate and improve the leadership capacity and fighting strength of grassroots Party organizations; perfect the organizational apparatus in sync with the arrangement of the political system; improve the political capacity, professional qualifications and Party work skills of Party committee members.

Mr. Pham Duc Tien also emphasized the need to strengthen training and fostering of political theory and professional skills for cadres and party members; promote the work of admitting party members, linking this target with the annual assessment and classification of party organizations; at the same time, improve the effectiveness and efficiency of inspection and supervision work...
