Developing synchronous and modern socio -economic infrastructure and building a smart city is identified as one of the three key programs set out by the City Party Congress for the 2020-2025 term. Therefore, Sam Son has developed a plan with specific goals and tasks to carry out the above important tasks. In particular, it is determined to build synchronous urban infrastructure according to the criteria of a type II urban area; implement the planning towards a type I urban area; complete and connect traffic infrastructure with Thanh Hoa city, Quang Xuong district, Hoang Hoa and neighboring areas. Along with that, continue to invest, develop and upgrade accommodation facilities, hotels, restaurants, supermarket systems, commercial centers, postal infrastructure, telecommunications, banking, healthcare and education. Investing in the construction and completion of the smart city's equipment and technical systems, such as the operation center, public wifi system, surveillance cameras, welcome messages, the city's common information portal... Applying information technology in the construction of e-government, urban management, tourism, information, traffic, security and order, health, education. In addition, the city also strengthens the connection between agencies, units and between the government and businesses, people, and tourists. Focusing on investing in cultural institutions, aiming to basically complete the system of cultural institutions at the city level...

To realize the above goals, in recent times, the city has been closely following the Thanh Hoa Provincial Planning to urgently establish and adjust the construction and development planning of Sam Son City until 2045, with strategic vision and high feasibility. Currently, the city is organizing the establishment and adjustment of the city's general planning until 2040 to ensure the connection and consistency between the planning and investment projects being implemented in the area. At the same time, speed up the progress of establishing and improving the quality of detailed planning to ensure scientific and feasible planning, creating synchronization, connectivity, and consistency between planning and regional linkages. Urgently establish urban development planning on both sides of main roads to create highlights for the city; ensure the architectural style of new urban areas right from the time of establishing detailed planning. Along with that, the city also strictly implements the publicity of planning; creating conditions for investors to research, learn, and decide to invest in the city. Strengthen supervision of urban planning and architecture management; clearly define the responsibilities of all levels and sectors in planning management and construction order management; strictly handle encroachment, illegal construction, and construction not in accordance with planning...

In particular, to gradually bring the appearance of a smart and modern coastal tourism city into being, the city is focusing on developing 4 corridors and 8 urban subdivisions, aiming to create new space for socio-economic development. Of which, 4 development corridors include: community corridor (arranging public works, administration, culture, health, physical training - sports, creating landscape architecture space as a highlight); festival corridor (main public space such as Sea Square, walking streets, shopping areas, food festivals, cultural exchanges, seafood markets...); Song Do corridor (eco-tourism urban area, commercial service center, park, entertainment area, aiming at 4-season tourism); Nam Song Ma Avenue corridor (mixed service area, inland waterway port, industrial cluster, R&D development area, wholesale market).

Along with the construction of 4 development corridors, the city is also focusing on implementing 8 urban subdivisions, including: Area A is an urban area along the coast from Ma River to Truong Le Mountain, which is a center of tourism, services, commerce and urban areas; Area B is the South Sam Son tourist urban area - a high-class coastal tourism center with high-quality resorts; Area C is a service, eco-tourism and spiritual area of ​​Truong Le Mountain; Area D along the South bank of Ma River is an area for developing tourism, services and 4-season entertainment. Area E is a multi-industry industrial - handicraft area. Area F is an existing residential area, a new urban residential area. Area G is a center of tourism, services, entertainment, recreation and resorts. Area H is the new administrative - political center of the city.

The most obvious highlight in the development of synchronous and modern infrastructure in Sam Son City in recent times is the attraction of many investors to implement large, key projects. In particular, many large, key projects of the province and the city have been implemented such as the coastal road (section Sam Son City - Quang Xuong), Thanh Nien Road, Tay Sam Son 5 Road, Hai Ba Trung Road... Besides, the city has coordinated to create conditions for investors to implement large projects, such as the Sea Square, festival landscape axis; Sea Square urban area; resort urban area and amusement park Nam Song Ma; Song Do ecological resort urban area of ​​Sun Group; the marine ecological urban area project of Dong A Group; urban area, commercial services in the South of Sam Son of Van Phu-Invest Investment Joint Stock Company...

Along with investing in large projects, the city's urban infrastructure and residential infrastructure continue to be invested in, upgraded and completed. The urbanization rate is increasing, reaching 85% in 2021, 92.1% in 2022 and 100% in 2023, the rate of hardened roads is 100%. In particular, in the period of 2023-2027, Sam Son was approved by the Provincial People's Council to allow the city budget to enjoy 100% of land use fee revenue not exceeding 5,000 billion VND. This source of funding is used to invest in 9 categories of works and projects to complete the system of planning urban infrastructure and social infrastructure of the city. The implementation of the Provincial People's Council's resolution will certainly create a breakthrough in realizing the city's urban planning.

In addition, urban order management has many changes and has received the support of the people. Thanks to that, the situation of illegal construction has been gradually rectified; urban order management such as encroachment on sidewalks, corridors, roadsides, etc. has been directed resolutely, contributing to improving the image of Sam Son tourist city. Natural resources and environmental management is increasingly strict, strictly complying with the provisions of the law. In order to create a civilized and friendly urban appearance, the city regularly launches movements for the whole population to join hands to protect the environment, creating a spreading effect in the community. At the same time, actively implementing environmental protection projects such as the wastewater collection and treatment system project in Guangzhou; solid waste collection and treatment in Quang Minh commune, etc. Thanks to that, the rate of solid waste collected and treated in the area every year always reaches 100%; The rate of production and business establishments granted certificates of meeting environmental hygiene standards reached 100%.

Moving towards building a smart city, Sam Son is focusing on building and promoting the utility of a smart urban operating system, associated with building digital government, developing the digital economy and society. Specifically, continuing to invest in expanding the smart city project to all 11 wards/communes, with basic utilities such as monitoring planning, land, security and order, traffic, natural disaster warning, fire prevention, fire fighting, information management. In the next phase, the city will integrate more utilities such as tourism, education, health, environment, urban technical infrastructure (electricity, water supply - drainage) ... Along with that, the city also promotes the implementation of digitalization programs and projects, gradually transforming digitally in Party and State agencies from the city to wards and communes. Building and creating open data to serve people and businesses to exploit and use, contributing to publicity, transparency, and promoting the development of digital services. Carry out administrative procedures in the electronic environment, striving to have 100% of online public services at levels 3 and 4 provided on smart mobile devices by 2025. In addition, encourage and support businesses to provide products and services on digital platforms, smart manufacturing and gradually restructure businesses. Develop e-commerce; encourage businesses and people to conduct buying and selling and exchange activities on e-commerce platforms.
