Some provinces and cities such as Ho Chi Minh City and Quang Ninh proactively balance their budgets, increasing social pension benefits higher than the current regulation of VND500,000 per month.
According to the Law on Social Insurance 2024 and Decree 176/2025/ND-CP from July 1, 2025, the following people will be eligible for benefits:
Vietnamese citizens aged 75 and over do not receive monthly pensions or social insurance benefits.
People from 70 years old to under 75 years old who are poor or near-poor households and do not receive pensions or social insurance benefits.
In general, the monthly social pension benefit is 500,000 VND/month. In addition, the recipient is also given a free health insurance card. Decree 176/2025/ND-CP also allows provinces to decide on a higher level of support depending on their economic conditions and budget balance.
To implement this open regulation, up to now some localities have had positive moves:
Ho Chi Minh City People's Council has issued a resolution to raise the social pension allowance to VND650,000/month, an increase of VND150,000/month, effective from September 1, 2025.
Quang Ninh province stipulates the social pension allowance at 700,000 VND/month, for the elderly aged 75 and over and people aged 70 to under 75 from poor and near-poor households, an increase of 200,000 VND/month.
The increase in subsidy levels by localities shows their proactiveness in taking care of social security for the elderly, contributing to ensuring a better life for about 1.5 million eligible people nationwide.
To receive the subsidy, the elderly or their relatives only need to send a written request to the Chairman of the Commune People's Committee. Within 10 working days of receiving the request, the Commune People's Committee will review, verify the information and make a payment decision. The subsidy period will be calculated from the month the Chairman of the Commune People's Committee signs the decision.
