According to the Hydrometeorological Center of Quang Binh province, the rainfall measured in mountainous communes of Tuyen Hoa and Minh Hoa districts was over 400mm, reaching 633mm in some places. Heavy rain caused the water level of rivers in Quang Binh to rise, of which Gianh river was above alarm level 2 (1.39m); Kien Giang and Nhat Le rivers were above alarm level 1.
As of noon on September 20, 37 villages and hamlets in Quang Binh province were isolated and more than 600 households were flooded. Local authorities have dispatched functional forces to assist and evacuate people in flooded areas to safety.
Notably, at the “ World’s Best Tourist Village” – Tan Hoa, Minh Hoa district, heavy rain lasting for 2 days caused the river water to rise; by about 10am on September 20, more than 420 houses were flooded from 0.5 to 2m deep. Currently, the flood water continues to rise and the rain shows no signs of stopping.
To prevent this, Tan Hoa residents have moved their belongings and properties onto floating houses, an initiative that has been implemented many years ago in Tan Hoa, helping people adapt to floods. When the water level rises, the houses will automatically float up to the water level, ensuring the safety of people and property.
Chairman of Tan Hoa Commune People's Committee Truong Thanh Duyen said that the whole commune has more than 700 households, and the people here are used to "living with the flood". Since yesterday, the authorities have informed people that they have evacuated, moved their belongings, prepared food and drinking water on floating houses, so they do not have to worry about hunger and thirst for a few days.
Up to now, the traffic routes in Quang Binh have 44 landslide and local separation points. The authorities have placed signs prohibiting people and vehicles from passing and deployed forces to block them. The Border Guard Stations have coordinated with local authorities to put up signs and warn people not to pass through areas with strong currents.
To proactively respond to floods and landslides, Minh Hoa, Tuyen Hoa, Bo Trach, Le Thuy districts and Dong Hoi city have evacuated 874 households with 3,059 people from areas at high risk of landslides.
At shelters, local authorities have provided adequate food, water and at the same time warned households not to be subjective and return home when safety is not guaranteed.
Regarding the damage up to this point, in Minh Hoa district, there was a landslide that cracked the kitchen wall of a household in Tan Ly village, Minh Hoa commune; a landslide that cracked the wall of a grocery store in Tan Tien village, Hoa Tien commune.
In Ba Don town, the area of aquaculture flooded and overflowed is 24.88 hectares in Quang Hai commune. The area of vegetables flooded: 9 hectares (4 hectares in Quang Hoa commune and 5 hectares in Quang Long ward). The water pipe across Gianh river from Quang Truong commune, Quang Trach district to Quang Hai commune, Ba Don town was broken and washed away by the water.
