In recent years, Hai Ha district has focused on improving the efficiency of the grassroots cultural institutions system, contributing to improving the health and spiritual and cultural life of the people. However, investment in infrastructure for the grassroots cultural institutions system has not been uniform, leading to limited efficiency.

Before 2010, the whole district had 74 cultural houses (NCH) in villages, hamlets, and neighborhoods, most of which were built with contributions from the State and the people, but were small and cramped, and have now degraded. Implementing the National Target Program on New Rural Construction, since 2010, the district has supported the construction of 44 new village cultural houses. Up to now, the whole district has 5 communal cultural houses, 6 communes have shared halls; 112/112 village, hamlet, and neighborhood cultural houses have been built and put into operation, the main source of funding is from the State and the people's contributions.
Most of the village cultural houses built before 2010 have now degraded or are too small to meet the needs. In the whole district, only 5/11 communes and towns have multi-purpose cultural halls and sports training facilities; 13 children's playgrounds managed by communes (5 playgrounds managed by communes and towns; 8 playgrounds shared with kindergartens and primary schools). Facilities and equipment are still lacking, most of the village cultural houses, hamlets and neighborhoods have not fully met the standards prescribed in Circular No. 06/2011/BVHTTDL of the Ministry of Culture, Sports and Tourism; only 62.5% of the village cultural houses, hamlets and neighborhoods meet the area standards prescribed by the Ministry of Culture, Sports and Tourism. Many cultural houses operate ineffectively, failing to attract people to come and participate in activities.

Cultural and sports institutions are scattered throughout the area, and the facilities have degraded: Headquarters of the District Cultural and Sports Center; District multi-purpose hall; District central theater; Gymnasium and sports training center; District central stadium; District library. Since 2012, the district has issued a decision approving the detailed planning 1/500 of the District Cultural and Sports Center, with a total area of 5.952 hectares in Phan Dinh Phung street (Quang Ha town), but to date, construction has not yet started due to lack of capital.
To improve the operational efficiency of grassroots cultural institutions, the district has directed communes and towns to coordinate with district specialized agencies to develop land use plans for cultural houses; manage grassroots cultural institutions; purchase operational equipment, invest in upgrading cultural houses, multi-purpose cultural halls, commune and village sports training centers, and gradually upgrade cultural houses to meet the standards prescribed by the Ministry of Culture, Sports and Tourism. Every year, the district coordinates with the Department of Culture and Sports to organize training courses in the district on management and organization of cultural house activities for cultural officers of communes, towns, village, hamlet and neighborhood heads, in order to improve management and exploitation, and organize cultural house activities well.

Mr. Bui Thanh Tuan, Head of the District Department of Culture and Information, said: To improve the operational efficiency of the grassroots cultural institution system, in addition to investing in equipment and improving the effectiveness of management, the district has allocated resources to invest in new and repair cultural houses in the area. In the two years of 2022-2023, the district invested more than 20.7 billion VND to build new and repair a number of cultural houses. However, the district-level cultural and sports institutions, most of which were invested in before, some were renovated, most of which were degraded, had a small area, and did not attract people to participate. The district cultural and sports center was planned since 2012 but has not been built due to lack of capital. The industrial park cultural institution serving workers has not been built. The planning and construction of commune-level cultural and sports centers is still limited. Many cultural houses were built before 2010 with support from the State, contributions from the people, and on a small scale... These are difficulties in improving the operational efficiency of the cultural institution system in the area. In early August 2024, the Department issued a document proposing the District People's Committee to invest in 6 projects, including 5 projects to build 19 new cultural houses in villages and hamlets, 1 project to renovate and upgrade the Cai Chien commune football field, with a total cost of more than 41.3 billion VND.
