On March 14, Mr. Nguyen Trong Hoan, Chief of Office of the Department of Education and Training of Nghe An, said that after receiving the information, the Department directed the Department of Education and Training of Nam Dan district to report the incident.
“The Department’s viewpoint is to ensure the rights and benefits for teachers and staff. The parties will discuss, agree and find the optimal solution to resolve the benefits for teachers and staff in accordance with the law,” said Mr. Hoan.
Regarding the incident, a representative of the Department of Education and Training of Nam Dan district said that there had been a report to resolve problems with the regime for workers at educational institutions in the area.
Accordingly, recently, in the area, there have been a number of cases that were reassigned to raise salary grades according to Official Dispatch 3434/UBND-VX dated June 26, 2006 of Nghe An Provincial People's Committee but have not paid enough of the difference in social insurance, health insurance, and accident insurance when reassigned to raise salary grades.
In 2024, at some schools, 3 individuals had a decision to retire according to the regime. After the schools issued the decision to retire under the Social Insurance regime according to regulations, the schools completed the documents and sent them to the Nam Dan District Social Insurance to submit for settlement of retirement regime according to regulations.

However, when receiving the records of these individuals, Nam Dan District Social Insurance conducted a review and comparison to resolve the regime and discovered that these cases had their salaries reclassified according to Official Dispatch 3434 of Nghe An Provincial People's Committee and inter-sectoral guidance No. 884/HDLN dated June 29, 2007, but the difference in social insurance, health insurance, and accident insurance had not yet been paid when the salary was reclassified.
Next, Nam Dan District Social Insurance reviewed the overall insurance payment situation in the district and discovered that 311 teachers of kindergartens, primary schools, and secondary schools had their salaries re-ranked but had not yet paid the difference. The amount of difference in Social Insurance; Health Insurance; and Accident Insurance estimated by November 2024 is nearly 4.6 billion VND, of which the principal is 1.9 billion VND and the interest is more than 2.6 billion VND.
The Department of Education and Training of Nam Dan district has sent report No. 452/BC-PGD dated November 8, 2024 on difficulties in resolving retirement regimes for employees at educational institutions in the district in 2024 to the District People's Committee; Department of Home Affairs.
On January 9, 2025, Nam Dan District People's Committee organized a working session with Nghe An Provincial Social Insurance to discuss solutions and implement policies for subjects reassigning salary grades.
After that, Nam Dan District People's Committee issued Decision No. 249/QD-UBND dated January 13, 2025 on the establishment of a Team to review records and subjects to re-arrange salary grades according to Official Dispatch No. 3434/UBND-VX dated June 26, 2006 of Nghe An Provincial People's Committee. After the review, Nam Dan District organized a meeting with 3 individuals who had retired but had not yet received benefits. Currently, the relevant agencies are researching to find a solution.
Mr. Vuong Hong Thai, Vice Chairman of Nam Dan District People's Committee, said that the previous recruitment decision was humane, aiming to create conditions for teachers and long-term contract employees to be on the payroll and receive back pay.
“The district is assigning schools and the education department to review the data. Once the documents are complete, the district will work with the provincial Social Insurance to find a reasonable and appropriate solution. Those who have not paid insurance must complete it. However, the parties need to meet and analyze who is responsible for this (the school or the teachers and staff),” said Mr. Thai.
As reported, in recent days, 311 teachers in Nam Dan district (Nghe An) suddenly received notice of being charged back insurance money for many years. Among them, many teachers had to pay from 30 to 40 million VND, and one teacher had to pay more than 65 million VND.
The reason is that in 2011, many teachers in Nam Dan district received salary increases, including teachers who received 1-4 salary increases without receiving back pay. However, the teachers were not notified to pay insurance premiums for the increase.
Recently, the Nam Dan District Social Insurance has sent a document to schools in the area where teachers had their salaries raised to collect social insurance, health insurance and unemployment insurance. Accordingly, 311 teachers were charged 4.6 billion VND.
