The 1st Congress of the An Giang Provincial Party Committee, term 2020-2025 (Congress) took place from October 2-3, is an important political event, marking a new turning point for the province after the merger of Kien Giang and An Giang provinces. This event gathered the intelligence, enthusiasm, and aspirations of the entire Party Committee, government and people in the province, opening a new period of comprehensive and sustainable development.
The theme of the Congress is: "Building a clean and strong Party and political system; promoting the tradition of solidarity; strengthening national defense, security, and foreign affairs; developing science and technology, innovation, and digital transformation; mobilizing all resources to build An Giang province to develop rapidly and sustainably, entering a new era with the country". The motto of the Congress: "One An Giang - One vision - One will - One belief in victory".

At the preparatory session, Party Central Committee member, An Giang Provincial Party Secretary Nguyen Tien Hai informed that the Congress carried out important contents, such as: approving the election of the Congress Presidium, the Secretariat and the Delegate Qualification Examination Board; approving and voting on the Congress's Working Regulations and Rules; announcing some contents guiding the activities of delegates in the Congress and announcing the list of groups and discussion locations of the groups.
Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai emphasized: “All the contents of the preparatory meeting are closely related to each other and are all important. Doing well the contents today is also the basis and condition to contribute to the success of the 1st Provincial Party Congress. Therefore, I request the delegates to uphold the spirit of responsibility, promote democracy, and fulfill their responsibilities at the Congress.”
At the official session (October 3), the Congress listened to the Political Report of the Provincial Party Executive Committee for the 2020-2025 term presented to the 1st Provincial Party Congress, term 2025-2030 and the Review Report of the Provincial Party Executive Committee for the 2020-2025 term. The Politburo gave directions to the Congress; Report on the Congress's personnel work and announced the decisions of the Politburo and the Central Secretariat, including the announcement of the Politburo's Decision on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the An Giang Provincial Party Committee for the 2025-2030 term; the Secretariat's Decision appointing the Inspection Committee, Chairman, Vice Chairmen of the Inspection Committee of the An Giang Provincial Party Committee for the 2025-2030 term and the Politburo's Decision appointing delegates of the An Giang Provincial Party Committee to attend the 14th National Congress of the Party.
This Congress will pass important contents, including: Building a clean, strong, comprehensive, streamlined, effective, efficient and effective Party and political system; Developing a fast and sustainable socio-economic system, taking digital transformation, marine economy, border trade economy, and tourism as driving forces; Promoting science and technology, innovation, and developing high-quality human resources; Closely combining economic development with ensuring national defense and security, maintaining sovereignty over borders and islands.
In order to share the difficulties with the people of some northern provinces affected by the recent storm No. 10, the Vietnam Fatherland Front Committee of An Giang province launched an appeal to delegates attending the Congress to participate in contributing to help the people reduce some of the difficulties and soon stabilize their lives.
The 2020-2025 term achieved many important achievements.
During the 2020-2025 term, with the attention and close leadership of the Central Government, the drastic participation of the entire political system, the solidarity, consensus, and efforts of the entire Party Committee, People and businesses, An Giang province has promoted the achieved results, overcome difficulties, overcome challenges, achieved many important achievements, and basically completed and exceeded the targets set out in the Resolution of the Provincial Party Congress for the 2020-2025 term.
In particular, the work of building the Party politically is focused on. The political capacity, theoretical level, leadership capacity and fighting strength of the Party organization, cadres, Party members, especially the leaders, are increasingly improved; democracy goes hand in hand with discipline and order.
The An Giang Provincial Party Committee (new) was established on the basis of merging the Kien Giang Provincial Party Committee and the former An Giang Provincial Party Committee. After the merger, the Provincial Party Committee currently has 107 Party Committees directly under the Provincial Party Committee with 931 grassroots Party organizations (420 grassroots Party Committees, 511 Party cells) and 131,548 Party members.
After the merger, Party committees at all levels seriously implemented the Central Committee's policies and resolutions on streamlining the organizational apparatus and improving the effectiveness and efficiency of the political system. Personnel policies were implemented promptly and synchronously. Personnel work was given comprehensive attention, ensuring objectivity, transparency and compliance with procedures.
Regarding the government apparatus, the arrangement of provincial and commune-level administrative units and the implementation of a two-level government have been completed, with initial stable operations. After the merger, the new An Giang province has 102 commune-level administrative units, including 85 communes, 14 wards and 3 special zones.
The organization of the government apparatus at all levels has been streamlined and operates effectively and efficiently. People's Councils at all levels have effectively promoted their role as state power agencies at the local level.
During the past term, An Giang's economic picture was also a highlight. The average GRDP growth rate for the whole period reached 5.68%/year. The scale of the economy continued to expand, the economic structure shifted in the right direction, especially the border trade economy, the marine economy... GRDP per capita increased steadily over the years. Total budget revenue increased quite well, ensuring resources for development investment and social security.
In the fields of culture, education and health, An Giang focuses on promoting the values and strengths of culture, people, and revolutionary traditions of the province; synchronously deploying tasks and solutions for fundamental and comprehensive innovation in education and training, gradually forming an important premise to improve the quality of human resources of the province. School facilities and equipment have been increased investment and increasingly improved, the rate of schools meeting national standards has increased rapidly, reaching 60%; mobilizing students to go to school has achieved high results, with the rate of children aged 6-14 going to school reaching over 94.5%. People's health care continues to be a top priority, 100% of commune-level health stations have doctors working.
Labor, employment, social security and sustainable poverty reduction have been effectively implemented. Specifically, policies and regimes for the poor, meritorious people and policy beneficiaries have received timely attention and support; the work of sustainable multidimensional poverty reduction has been promoted. People's lives have been improved and raised, the rate of poor households according to the multidimensional poverty standard in 2020 decreased from 1.9% to 0.91%.
An Giang has a special geographical location with rivers, seas, mountains and islands, therefore, the An Giang Party Committee focuses on building and consolidating national defense and security, firmly protecting territorial sovereignty and national security. Local military and defense work is led, directed and implemented synchronously by the Provincial Party Committee, building a military force in the direction of being lean, compact, strong, regular and elite. Focus on building potentials in the defense area; building an all-people national defense, an all-people national defense posture associated with an increasingly solid people's security foundation, and an increasingly solid people's security posture. Implement well the military rear policy and defense foreign affairs.
During the 2020-2025 term, An Giang implemented 3 breakthroughs in socio-economic development, including: Administrative reform work was focused on leadership and direction, achieving positive results; Strengthening the mobilization and release of resources, focusing on investment in building socio-economic infrastructure, especially synchronous and modern transport infrastructure; and Human resource development work was given attention, the quality and quantity of human resources in basic fields met development requirements.
