Resolution 136 opens the door for investment in Da Nang

Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly opens the "runway" for Da Nang to "take off" on the journey of socio -economic development, especially in attracting investment, thanks to the application of many unique and outstanding mechanisms and policies that are unprecedented in Vietnam.

Effective implementation of Resolution No. 136/2024/QH15 is a great opportunity for Da Nang to continue promoting its potential .

Unprecedented policies in Vietnam

Da Nang has just had a particularly important event. That is the Conference to disseminate and implement Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City, chaired by Prime Minister Pham Minh Chinh.

Particularly important is that Da Nang is one of two localities nationwide where the Prime Minister decided to establish a Steering Committee to implement Resolution No. 136/2024/QH15, with the Prime Minister as the Head of the Committee; the Minister of Planning and Investment as the Standing Deputy Head; and the Secretary of the Da Nang City Party Committee as the Deputy Head.

“This shows the interest of the head of the Government in creating breakthrough opportunities for Da Nang,” Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc assessed.

The Secretary of the Da Nang City Party Committee requested relevant departments and branches to review and shorten the process of implementing procedures related to investment and land; and effectively implement the process of handling investment procedures.

Secretary of the Da Nang City Party Committee Nguyen Van Quang acknowledged that Resolution No. 136/2024/QH15 of the National Assembly with many unique and outstanding mechanisms and policies has no precedent in Vietnam. In particular, these important documents were prepared and approved in a very short time (about 6 months), but the quality and content are assessed to be highly feasible.

According to Mr. Quang, Da Nang is pleased to welcome mechanisms and policies that are both unique and have great breakthroughs in socio-economic development, but also clearly sees the responsibility and difficulties and challenges in implementing and realizing these policies in practice, especially many very new and unprecedented issues, such as free trade zones; pilot financial mechanisms; carbon credit offset exchange; attracting strategic investors in the semiconductor and artificial intelligence industries; policies on controlled testing, science and technology development, innovation, etc.

“If Da Nang successfully organizes these breakthrough mechanisms, it will contribute to building and implementing the Resolution of the 14th National Party Congress, which will be the basis for competent authorities to decide to deploy in other localities,” said Mr. Quang.

The Secretary of the Da Nang City Party Committee proposed that the Prime Minister and members of the Government Steering Committee continue to pay attention, lead, direct and support the City in the implementation process, especially the implementation of the programs and plans of the Steering Committee; guide and direct the concretization of new, difficult and unprecedented issues mentioned in Resolution No. 136/2024/QH15.

Deputy Minister Nguyen Thi Bich Ngoc said that the National Assembly issued Resolution 136/2024/QH15 on piloting a special mechanism for Da Nang's development to promote Da Nang to become a special and modern economic zone, making important contributions to the country's overall development. This Resolution is an important milestone, demonstrating the deep concern of the Party, National Assembly and Government for Da Nang City.

“The effective implementation of the Resolution is a great opportunity for Da Nang to continue to promote its potential and advantages, promote its role as a growth pole, lead and contribute better to the economic development of the Central region's dynamic economic zone,” Ms. Ngoc said.

How will Da Nang realize Resolution No. 136/2024/QH15?

To effectively implement Resolution No. 136/2024/QH15, Mr. Nguyen Van Quang suggested that the entire political system needs to promote the spirit of self-reliance, proactiveness and aspiration to rise up in implementing the Resolution, with some specific requirements.

Firstly, Mr. Quang requested that Party committees, Party organizations, agencies, localities, units, especially leaders, fully absorb and grasp the Prime Minister's instructions and take direct responsibility for leading, directing, grasping, and organizing the implementation of Resolution No. 136/2024/QH15 in a drastic and urgent manner, with high determination and great efforts, in accordance with the actual situation and conditions in the locality and unit.

In particular, the implementation must clearly identify people, work, responsibilities, resources, time and results; determine this as a key task in 2024 and the entire 2025-2030 term; periodically report to the Prime Minister and the Steering Committee.

Second, up to this point, Da Nang has clearly identified the contents under the authority and responsibility of the City. Therefore, I propose that the City People's Council, the City People's Committee, departments, branches and localities focus on immediately implementing the development and promulgation of documents under their authority in accordance with the direction of the Prime Minister and Directive No. 44-CT/TU of the Standing Committee of the City Party Committee (it is expected that at the meeting at the end of 2024, the City People's Council will consider and promulgate 3 contents on the implementation of urban government and 14 contents related to specific mechanisms and policies).

In the process of developing resolutions and regulations, the City needs to seek guidance from relevant ministries and branches; listen to comments from the business community to ensure feasibility and effectiveness in practice. In particular, build a mechanism to attract resources from domestic and foreign investors, especially the mechanism to attract strategic investors and investors mentioned in Resolution No. 136/2024/QH15.

Third, in parallel with the concretization of Resolution No. 136/2024/QH15, the City commits to strongly improving the investment and business environment, promoting administrative procedure reform, removing difficulties and obstacles for businesses, and fully preparing planning and infrastructure conditions to welcome investment capital flows.

Accordingly, the Secretary of the Da Nang City Party Committee requested relevant departments and branches to review and shorten the process of implementing procedures related to investment and land; and effectively implement the process of handling investment procedures.

Strictly implementing Directive No. 34-CT/TU dated October 27, 2023 of the Standing Committee of the City Party Committee on continuing to promote administrative reform, strengthening discipline, overcoming the situation of evasion, shirking, not properly performing duties, tasks, and powers of a number of cadres, party members, civil servants, and public employees in the current situation, Mr. Quang requested the assigned agencies and units to prepare land funds associated with synchronous infrastructure investment; prepare specific projects and resources to implement Resolution No. 136/2024/QH15. In the immediate future, accelerate investment in completing traffic infrastructure, connecting sub-zones in the Free Trade Zone, promoting the opening of more international flights, especially accelerating the implementation of the Lien Chieu Port Construction Investment Project, cargo warehouse at Da Nang airport and many other identified technical infrastructure works and works.

According to Mr. Quang, in addition to implementing Resolution No. 136/2024/QH15, the City also determined to focus on resolutely implementing socio-economic development tasks, striving to achieve the highest goals set out in the Resolution of the 22nd Congress of the City Party Committee. More specifically, Da Nang is striving to build the aspiration to become a large, ecological and smart city, a center for startups, innovation and a livable coastal city, reaching the level of the Asian region.

Responding to a reporter from Dau Tu Newspaper, Mr. Le Duc Vien, Director of the Department of Science and Technology of Da Nang, said: “Because controlled testing is often associated with new technological solutions and new models that have not been evaluated and tested in practice, have no specific regulations, or have regulations but are not suitable, there needs to be a mechanism to encourage people to dare to think and dare to do as stipulated in Clause 5 of Resolution 136/2024/QH15. Exemption from civil liability, administrative liability, and disciplinary liability will encourage controlled testing of new solutions, promote technological innovation, and apply technology transfer to production and life.”

Resolution No. 136/2024/QH15 of the National Assembly takes effect from January 1, 2025. The Department of Science and Technology is advising the People's Committee of Da Nang City to submit to the People's Council of Da Nang City to issue a Resolution detailing the criteria, conditions for selection and procedures for registration, appraisal, and licensing of controlled trials as prescribed in Clauses 2, 3, 4 and 5, Article 14, Resolution No. 136/2024/QH15, expected to submit to competent authorities to issue specific policy mechanisms in early 2025 for early application.

As the standing body of the Steering Committee, Deputy Minister Nguyen Thi Bich Ngoc proposed that the Steering Committee should quickly concretize the strategic orientations and goals of Resolution 136/2024/QH15 with detailed action plans; focus on supporting Da Nang to create a favorable, transparent and competitive investment and business environment; strengthen monitoring and evaluation of the implementation process of specific policies and mechanisms, thereby proposing appropriate adjustment measures so that Resolution 136/2024/QH15 can achieve the best results.

Prime Minister Pham Minh Chinh emphasized that Da Nang does not have to fend for itself or be “alone” in implementing Resolution 136/2024/QH15, but has the leadership of the Party and State, the guidance and support of central ministries and branches, and the support of people and businesses.

“Da Nang should boldly do it, and through the implementation process, we will gradually eliminate and adjust inappropriate issues. Nothing is easy, because this is a new model, but it is suitable for the development trend,” the Prime Minister advised and requested that the organization and implementation of Resolution 136/2024/QH15 must be drastic; have a focus; complete each task; not be rambling or spread out while resources and experience are limited; say what you do, commit to it; only discuss doing, not discuss backtracking.
