Resolution 59-NQ/TW: Vietnam proactively shapes the rules of the game in international integration

In the context of the fluctuating world economy and the increasingly urgent need for green and digital transformation, Resolution 59-NQ/TW of the Politburo on international integration in the new situation is considered a guideline for the new integration period, aiming at the goal of Vietnam becoming a developed, high-income country with a role in shaping the international rules of the game.

Mr. Tran Le Hung, Gustave Eiffel University (France) commented: Resolution 59-NQ/TW is a strategic document that lays the foundation for the transformation of Vietnam's position from a participating country to a country with a voice. If the contents of the Resolution are seriously and synchronously implemented, within the next 10-15 years, Vietnam can achieve very fundamental changes in its economic and political position.

Regarding economic status, the Resolution identifies international integration as not only expanding trade, but also a process of upgrading endogenous capacity and developing an independent and autonomous economy. If done well, in the next 10 years, Vietnam can become a regional production and transit center; in which, making good use of FTAs ​​and new initiatives such as the North-South transport corridor or linking with the Indian Ocean - Middle East. In addition, it can also shape a proactive role in the global value chain, not only as a world factory but also as a creative and innovative country. As well as participating in setting standards for digital economy, green finance, and sustainable supply chains, contributing to shaping a new regional economic order.

Regarding political position, the Resolution clearly sets out the requirement to proactively and actively participate and contribute responsibly to multilateral institutions. This will help Vietnam consolidate its image as a responsible, trustworthy, and neutral country in regional disputes. At the same time, it will become a bridge between groups of countries between ASEAN and major partners, between East Asia and South Asia, between developing countries and developed economies. In particular, it will increase influence through multilateral diplomacy, cultural diplomacy, digital diplomacy and people-to-people diplomacy.

According to Mr. Tran Le Hung, Resolution 59-NQ/TW sends a strong message that Vietnam is stepping out into the world not only to adapt, but also to participate in shaping the common future, with a confident, proactive, equal and insoluble mindset. This is an affirmation of the role and position of a rising nation, knowing who it is, where it stands and what it needs to do to protect national interests while still harmoniously connecting with the international community.

The representative of the Ministry of Industry and Trade said: Resolution No. 59-NQ/TW is the guideline for the unit to support enterprises in international integration and market diversification. Therefore, on August 15, 2025, the Ministry of Industry and Trade issued Decision No. 2320/QD-BCT on the Ministry's Action Program to implement Resolution No. 153/NQ-CP of the Government, deploying Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation. This is an important document, contributing to concretizing the Party and Government's policies into practical actions, creating a foundation for the industry and trade sector to promote its core role in the process of comprehensive, deep and effective integration.

The action program issued this time has practical significance in the context of many fluctuations in the world and regional economy, posing new requirements for Vietnam in improving competitiveness, taking advantage of opportunities from FTAs, while maintaining independence, autonomy and ensuring national interests. In particular, the Ministry of Industry and Trade will focus on implementing key groups of tasks such as perfecting multilateral and bilateral trade institutions and policies; promoting the expansion of export markets; developing supporting industries, sustainable energy; strengthening international cooperation in the fields of e-commerce, digital transformation and green economy...

“With synchronous direction and decisive action, the Action Program of the Ministry of Industry and Trade is expected to contribute to enhancing Vietnam's position and prestige in the international arena, while promoting sustainable growth, integration associated with development, for the long-term interests of the country,” the representative of the Ministry of Industry and Trade pointed out.

With the role of advising and organizing the implementation of tasks to promote international economic integration, in the period of 2025 - 2030, Mr. Ta Hoang Linh - Director of the Foreign Market Department (Ministry of Industry and Trade) emphasized: The unit will strengthen monitoring and research on the political and economic situation, the system of policies and laws on economics, trade, industry and energy, the business systems and practices of the countries and the sub-regional cooperation mechanism in charge to advise the Ministry's leaders; coordinate with relevant units to develop foreign market development strategies and implement policies to develop economic relations with countries. At the same time, coordinate with relevant units to research the needs, tastes, consumption trends, competitive structures and requirements of foreign markets, thereby proposing to the Ministry's leaders policies, mechanisms, policies and measures to strengthen and expand economic relations, trade, industrial cooperation, energy, etc.

In addition, proactively implement the FTAs ​​that have come into effect, including the Vietnam-EU Free Trade Agreement (EVFTA), the Vietnam-UK Free Trade Agreement (UKVFTA), the Vietnam-Eurasian Economic Union Free Trade Agreement (VN-EAEU), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Regional Comprehensive Economic Partnership (RCEP) and agreements with Chile, South Korea, and India. On the other hand, promote the diversification of export markets, focusing on potential regions such as India, the Middle East, Africa, Latin America, and Eastern Europe to reduce dependence on traditional markets. Trade promotion programs will be designed to suit the characteristics of each market, ensuring effectiveness and sustainability.

According to Mr. Ta Hoang Linh, the Department will promote international negotiations, policy advocacy and remove market barriers to create favorable conditions for businesses; including promoting the launch of FTA negotiations with the MERCOSUR bloc in South America, GCC in the Middle East; coordinating with the Multilateral Trade Policy Department in the process of signing the Indo-Pacific Economic Framework (IPEF); promoting FTA negotiations with EFTA countries...
In addition, the Foreign Market Development Department has increased the organization of international seminars and forums to promote Vietnamese products, connect businesses with foreign partners to help enhance the image of Vietnamese brands and support businesses to penetrate the Middle East, Africa and Latin America markets, contributing to affirming the position of Made in Vietnam goods on the global trade map.

In addition, the Department will support businesses in promoting their brands, focusing on key industries such as agricultural products, seafood, textiles, and wooden products... in key markets to enhance the value and reputation of Vietnamese products. At the same time, support businesses in applying international standards on green, circular, and environmentally friendly production. At the same time, connect businesses with the global supply chain, helping to increase the added value of products...

Mr. Ta Hoang Linh said: The Department will step up coordination with the Vietnamese Trade Office abroad to closely follow the market situation, promptly report and changes affecting trade and investment exchanges with Vietnam; mobilize foreign enterprises to seek sources of goods or expand investment in Vietnam. Proactively coordinate to respond to trade defense measures and trade barriers that the host country applies to export goods. Moreover, actively and effectively deploy the implementation of Resolution 36-NQ/TW with overseas Vietnamese; promptly inform about the economic development situation and business opportunities in the country to support and encourage overseas Vietnamese enterprises to invest and do business in Vietnam.

With these synchronous solutions, experts believe that the Ministry of Industry and Trade is not only a coordinating agency but also a key driving force to help Vietnam move from "participating in the game" to "shaping the rules of the game", ensuring deep and sustainable economic integration, while maintaining independence, autonomy and rapid development in a volatile global context.
