Heavy rains caused by Storm Bualoi (Storm No. 10) caused the water level of Thao River/Red River at Yen Bai Station (Lao Cai Province) to rise very quickly during the night. In just 4 hours, the water level increased by 2.6 m. At 0:00 on September 30, the meteorological agency issued a report on exceptionally large floods on the Red River.
At 9:00 p.m. on September 29, Dong Sung Hydropower Plant discharged 5,505 m³/s, combined with heavy rain causing floodwaters to rise rapidly.
In the next 6-12 hours, flood on Thao River (Red River) will continue to rise, possibly reaching a peak higher than alert level 3 by 2-2.6 m; still lower than the historical peak in 2024 by about 1.73-1.13 m.
In the next 12-24 hours, water levels will begin to decrease but will remain above alert level 3, with a high risk of flooding in low-lying areas.

The Lao Cai Provincial Steering Committee for Flood and Storm Prevention and Control requested communes and wards along the Red River to immediately notify people, organizations operating on the river, aquaculture facilities, water transport vehicles, ferry terminals and construction works. The goal is to ensure the safety of people and property, and proactively evacuate areas at risk of deep flooding, landslides and strong currents.
People should monitor flood updates, not go to ferry terminals or overflow culverts when water rises; reinforce rafts and anchor vehicles; move machinery and goods to high places; prepare backup power sources and contact authorities when support is needed.
