Being a pioneer in association work, Ms. Phan Thi Xuan - President of the Women's Union of Dong Loc town (Can Loc, Ha Tinh ) has become a role model loved by women and praised by women's unions at all levels.

Starting to participate in women's work since 1998, Ms. Phan Thi Xuan (born in 1974, residing in Dong Loc town, Can Loc) has taken on many roles such as: head of women's savings group, deputy head of the Women's Union, head of Tan Huong village Women's Union. From February 2015 to present, she has been trusted to hold the position of President of Dong Loc town Women's Union.

During 25 years of participating in women's work, including 8 years as President of the Women's Union of Dong Loc town, Ms. Xuan has constantly strived, had many initiatives and good ways to promote the local women's movement. Thereby, she contributed with the government and organizations and unions to build her hometown to develop more and more.

Ms. Nguyen Thi Tinh in Tan Huong residential group (Dong Loc town) said: “Before, I never thought that one day, my family's life would be as prosperous as it is now. The house has 2 hectares of garden land but it was almost left fallow because we could not find a living. In 2010, with the encouragement and guidance of Ms. Xuan and low-interest loan support from the Women's Union at all levels, my husband and I boldly changed our production direction, broke down the mixed garden, and built a garden-barn economic model. Thanks to that, life gradually improved, and we were able to raise 4 children to study properly."

It is known that with an initial loan of 20 million VND from the Social Policy Bank, Ms. Tinh and her husband started to renovate the garden to grow 1 hectare of oranges, grapefruits, and 1 hectare of acacia. Then they gradually developed, combining raising pigs, chickens, etc. Up to now, Ms. Tinh's family's garden-cage economic model has an average profit of 200 million VND/year. Thanks to finding a direction, the couple has raised 3 daughters who have finished university and have stable jobs, and their son is currently in grade 11.

Ms. Tinh's model is one of 60 economic models owned by women (established by the Women's Union of Dong Loc town since 2010), with an income of 100 million VND/year or more. Of these, there are 58 models of fruit tree planting, livestock raising, and 2 production and business models, Tam An turmeric starch and Truong An ham, which have been recognized as OCOP products. The success of these models all mark the dedication and responsibility of the President of the Women's Union of the town, Phan Thi Xuan.

To achieve these results, in addition to advocacy, Ms. Xuan also always connects capital sources from banks: Social Policy, Agriculture and Rural Development, Women's Savings Fund... to support women to borrow with low interest rates. Up to now, hundreds of women have borrowed capital sources with a total outstanding debt of nearly 41 billion VND.

In addition to supporting women in starting businesses and building economic development models, Ms. Phan Thi Xuan has also had many initiatives in gathering and attracting members such as building models and clubs in the branches. Up to now, 9/9 branches of the town have established clubs such as: Happy Family, Women with the Law, Safe Migration Club, "5 No, 3 Clean", folk dance, volleyball... attracting hundreds of members to participate in activities. Up to now, the whole town has 1,186 members participating in association activities, reaching a rate of nearly 80% (an increase of 30% compared to 2014).

Thanks to that, the local women's movement has become a core force, taking the lead, contributing with organizations and unions to successfully build many civilized urban criteria. Up to now, Dong Loc town has had 4/9 residential areas achieving civilized cultural residential areas, striving to have 7/9 residential areas achieving civilized cultural standards by the end of 2023 and the whole town achieving civilized urban standards by 2024.

Ms. Phan Thi Xuan has always actively advocated for social security work to support poor members and disadvantaged children, achieving many results. Typical examples include: helping 16 poor women members develop their economy; the Dong Loc Women's program with the movement of saving money tubes and saving rice jars following Uncle Ho's example, collecting 44 million VND to repair 2 charity houses, giving gifts to poor members and disadvantaged children; the association at all levels sponsored 2 orphans in the area...

Always active in association activities, Ms. Xuan is also a shining example in building family happiness and raising children. Although her husband worked in the army, stationed in the South, she raised two daughters to be good and studious, and took good care of her sick mother-in-law for a long time before she passed away...

With her efforts at work, for many years, Ms. Phan Thi Xuan has been awarded many certificates of merit by the Women's Union and the government at all levels. In May 2023, she was recognized by the Provincial Women's Union as one of 24 outstanding commune-level women's union chairmen in the whole province.

Coming from the grassroots, constantly striving to work together and taking care of housework, Ms. Phan Thi Xuan has always shown herself to be an exemplary pioneer, leading the local women's movement to achieve many outstanding results.
In particular, with a high sense of responsibility, she pays close attention to the lives of members, creating motivation and strong belief for them. From there, she propagates and mobilizes, attracting a large number of members to participate in effectively implementing the policies and guidelines set forth by the Party and the State.
