Woman sets up 22 rotating savings and credit association chains, embezzling billions

On October 19, the Office of the Dak Lak Provincial Police Investigation Agency announced that the unit had completed the investigation into the case of Le Thi Thanh Tam (56 years old, residing in Ea Bar commune, Buon Don district) who set up 22 hui chains to appropriate more than 2 billion VND from people.

The case has been transferred by Dak Lak Provincial Police to the same level People's Procuracy for prosecution.

According to the investigation results, since 2015, Tam has organized the local hui to receive commissions. At first, Tam received money from the hui and paid it in full and on time, thus creating trust among the participants.

After that, Tam's business failed and he incurred a lot of debt, so he came up with the idea of ​​appropriating money from the players.

From March 2022 to February 2023, Tam set up 22 fake hui chains, enticing 26 people to participate. Tam did not hand over the money collected from hui players to the next hui recipient but appropriated it.

In April 2023, many people came to claim the money from the hui, but Tam was unable to pay and declared the hui bankrupt. The amount of money Tam embezzled in the case was about 2.2 billion VND.
