After listening to voters' opinions at the conference, the General Secretary said that the 10th session of the 15th National Assembly is the final session of the term, with an exceptionally large workload, and is expected to work continuously for more than a month, without a break in between.
According to the General Secretary , the session has many important tasks to resolve institutional difficulties and decide on important issues to create conditions for the country to develop. "We must do things very quickly and urgently to make it on time. Time waits for no one, and we cannot waste time," said the General Secretary.

Along with that, the General Secretary said that the 13th Central Conference is scheduled to take place in early October to complete a step in the preparation work for the congress, in which personnel for the Central Executive Committee and the Central Inspection Committee will be introduced. These tasks are all carried out methodically, cautiously, and thoroughly according to the correct procedures.
A highlight emphasized by Party leaders is the goal of completing the policy of arranging Party secretaries who are not local people at the provincial and city levels.
According to the General Secretary, recently the competent authorities have disciplined a number of cases, and through research, it has been shown that the leaders are all local people. Therefore, the General Secretary has emphasized that in the near future, the "not local people" policy will be expanded to a number of other positions such as Chairman of the People's Committee, Head of the Inspection Committee, and Chief Inspector.
Regarding the work of preventing corruption, waste and negativity, the General Secretary emphasized the spirit of non-stopping and no forbidden zones. This year, the General Secretary said that he will complete the handling of 22 cases and 6 incidents directed and monitored by the Central Steering Committee, including many very complicated cases.
"The policy is to focus on prevention instead of just handling, drawing lessons, and covering loopholes and shortcomings," the General Secretary stated.
Land cannot be sold to foreigners.
Regarding the group of issues related to land and planning, the General Secretary emphasized that this is a very big issue, and having a vision and plan will be effective. However, according to the assessment, the planning "has not met the requirements".
"I have suggested to Hanoi's leaders that the capital's planning must be made public for people and businesses to know. What is the circular planning of the city, how many belt roads are there, and how is development along the belt axes? Now, development is in a circle, not in a square or chessboard shape. This is the world trend," said the General Secretary.
The Party leader emphasized that planning must be appropriate, clear, not fragmented, and when made public for the entire population to know, people will support it.

According to the General Secretary, central agencies are also studying amendments to the Land Law and the Planning Law. Amendments to the law, according to the General Secretary, must not be rushed or done in a general or cursory manner, but must be consistent with reality for development.
Emphasizing the consistent viewpoint that land belongs to the entire people, is owned and managed by the State, and cannot be privatized, the General Secretary asked: "Why has all State land become private?"
The General Secretary affirmed that the State must ensure the right to use land fairly and effectively for all people, avoiding waste. In addition, it must maximize the efficiency of land resources to develop the country.
"Land cannot be sold to foreigners, and foreigners cannot own Vietnamese land. If you buy a house or a door, you must buy from the second floor up or buy a house on land. You do not have the right to own the land. Every inch of sacred land is also ours," the General Secretary emphasized.
According to the General Secretary, if we want to effectively promote land resources for national development, we must not let them go to waste. "People can monitor, why have you left prime land unused for 10 or 20 years? Who is responsible for the grass growing like this? That is a waste of national resources, the country's resources," the General Secretary asked, at the same time demanding that "waste must be dealt with".
Citing figures that 90% of complaints are related to land, and 90% of handling of officials who violate laws are also because of land, the General Secretary requested that inappropriate management be managed to bring back order.
"We are very saddened to see many land-related projects being left unattended, wasting time and time again," the General Secretary said, repeating that "land must have a manager, and someone must be responsible for leaving land fallow and causing waste."
