Replicating the model of residential areas that meet security and order standards

The model "Camera with Security" in Ba Thuoc commune is effective in crime prevention and control.

To mobilize the strength of national solidarity in the work of detecting, fighting and denouncing crimes, many localities in the province have coordinated with the police force to develop and maintain many models of security and order. Thereby, turning this activity into a widespread movement, attracting the participation of many classes of people, contributing to maintaining the stability of security and order right at the grassroots level.

Typically, Hac Thanh ward and Quang Phu ward are the leading localities in building and maintaining the models of "Linking to ensure security and order"; "Clan with security and order"; "Peaceful parish, cultural family"; "Self-managed boarding house club on security and order"; "Domestic violence-free residential group"; "Management and education of bad youth with signs and risks of violating the law"...

Along with the above models, other localities have also replicated the model of "Security and Order Surveillance Camera". Through data exploitation, the camera system has initially proven effective, providing effective support for the verification, investigation and handling of crimes, especially the identification of vehicles, criminals, time and location of crimes... In 2024 alone, the local police force has conducted 1,028 extractions of images and data to serve the investigation, discovery of cases and handling of violations of the law, contributing to verifying and clarifying 152 cases related to security and order...

In Canh Nang town (old), now Ba Thuoc commune, to deploy self-management models of security and order in villages and neighborhoods, the Vietnam Fatherland Front and organizations in coordination with the police force have built a core force of village chiefs, front work committees, veterans, youth unions...

The self-management team on security and order operates by grasping the situation, promptly detecting problems arising at the grassroots level, organizing mediation or proposing solutions, not allowing complicated problems to arise. Through the self-management team, it has helped the police force promptly detect, prevent, and combat violations of the law, maintain security and order right in residential areas, not allowing violations to persist, causing bad public opinion among the masses...

Up to now, Canh Nang town (old) has established over 20 security and order groups, 50 social security groups, and 7 self-management models on security and order. In order for security and order models to be more effective in the coming time, the locality has determined to continue to enhance the coordination role of the Vietnam Fatherland Front and socio- political organizations in model building; step up propaganda and mobilization work, promote the creativity of the masses in the movement "All people protect national security", thereby building and diversifying more good models and effective methods, contributing to curbing and reducing all types of crimes, social evils and violations of the law, creating a healthy and stable environment to promote local socio-economic development.

It can be affirmed that the forces participating in protecting security and order at the grassroots level generally uphold the spirit of responsibility, closeness, attachment to the grassroots level and closely coordinate and support the commune and ward police in the province in performing their tasks. With that important role, on November 28, 2023, at the 6th Session, the 15th National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level. The Law takes effect from July 1, 2024.

In Thanh Hoa, implementing the Law on Forces Participating in Security and Order Protection at the Grassroots Level, up to now, localities in the province have launched security and order protection teams of villages, hamlets, and residential groups, with 4,351 security and order protection teams and 13,053 participants. These teams were established on the basis of consolidating 3 forces, including: captains and deputy captains of civil defense teams; part-time commune police, and civil defense guards. In general, the security and order protection forces at the grassroots level in the province always uphold the spirit of responsibility, are not afraid of difficulties, stick close to the locality, actively participate in supporting the commune police force to perform well the task of ensuring security and order; proactively detect violations of the law, notify and support the police force to arrest subjects, thereby preventing and resolving security-related incidents right at the grassroots level...

Along with the above tasks, the security and order protection teams are also an effective and elite mass force, an extension of the police force in ensuring security and order and building the movement "All people protect national security and order"; worthy of the trust of the Party, the State and all classes of people, contributing to promoting socio-economic development in each locality.
