Sharing at the conference on assessment and supervision of legal aid (TGPL) in the National Target Program on socio-economic development in ethnic minority and mountainous areas and the New Rural Development Program for the period 2021-2025, Ms. To Thi Thu Ha, Deputy Director of the Department of Dissemination, Education of Law and Legal Aid (PBGD&TGPL), Ministry of Justice said that in the past, TGPL has been regulated in the National Target Programs on socio-economic development in ethnic minority and mountainous areas and new rural development for the period 2021-2025.
This affirms the position and role of legal aid in the social security policy system, while helping the poor, ethnic minorities and vulnerable groups in society access free legal services when they encounter legal disputes and problems. Many successful legal aid cases have brought positive results, protecting the legitimate rights of those receiving legal aid.
Ms. To Thi Thu Ha emphasized that Resolution No. 27-NQ/TW dated November 9, 2022 of the Politburo on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period clearly stated "Enhancing the role, professionalism and quality of legal aid, especially in judicial proceedings; modernizing and enhancing the application of information technology in the legal aid system; expanding the subjects of legal aid in accordance with the country's conditions".
In addition, the Conclusion Notice No. 108/TB-VPTW dated November 18, 2024 of General Secretary To Lam working with the Party Committee of the Ministry of Justice affirmed "promoting the role of TGPL in implementing social security policies.
In particular, Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era also determined: "Promote the strong development of the legal service system, legal support, legal aid... so that people and businesses can easily access the law and manage legal risks"...
According to Ms. Le Thi Thuy, Director of the Center for Legal Information and Support, Legal Aid (Department of Education and Training), the content of legal aid in the National Target Programs on socio-economic development in ethnic minority and mountainous areas and new rural construction in the period of 2021-2025 has been implemented synchronously from the Central to local levels, thereby increasing people's awareness of the right to legal aid.
Many people have proactively sought out Legal Aid Centers for support when facing legal problems. The number of cases involving Legal Aid Centers has continuously increased over the years: Over 37,400 cases (2022), over 47,000 cases (2023) and over 56,000 cases (2024).
In 2024 alone, the whole country will handle over 63,360 cases, of which over 39,640 will be newly accepted, over 37,340 will be completed, an increase of 13% compared to 2023; the number of completed litigation cases will reach over 30,500, an increase of 19%. This is the highest level ever, contributing to the timely protection of human rights, civil rights and fairness in trials.
However, some localities have large areas, especially in areas with scattered population, difficult transportation greatly affects the effectiveness of communication work on legal aid, the educational level of people in some places is not uniform; the annual state budget capital allocated to a number of state legal aid centers to implement legal aid activities in the Program is not commensurate with the assigned tasks...
Based on that reality, the Department of Legal Dissemination and Legal Aid has and will continue to coordinate with relevant agencies, submit to the Ministry's leaders proposals on the implementation of legal aid content to implement the Program in the next phase, in the direction of focusing on investment content with focus and key points, defining specific, clear, easy-to-understand, easy-to-apply and highly effective regulations.
It can be seen that, with the synchronous participation of the political system and the support of the whole society, the work of TGPL will continue to develop sustainably, contributing to the successful implementation of the goal of building new rural areas and socio-economic development in ethnic minority and mountainous areas.
