Gia Lai Many parents of Cu Chinh Lan Primary School, Pleiku City sent a petition, saying the teachers were too rigid when evaluating 10 students as "not completed" the Music subject.
In the petition, they said that the music teacher at Cu Chinh Lan Primary School was not proactive in teaching and had poor communication skills, which made it difficult for students to perceive the lesson content and develop the skills to keep up with the requirements. In addition, the testing and evaluation were also not objective, so they could not create consensus and caused frustration for students.

Responding to VnExpress on the morning of May 31, Ms. Phan Thi Hop, Principal of Cu Chinh Lan Primary School, said that the teacher who was criticized by parents is the only music teacher teaching 800 students at the school. The school does not take any subject lightly.
In the 2022-2023 school year, the school had 10 students who had not completed the Music program. Among them was a first grader, after the family provided documents proving that the student had attention deficit disorder, the school considered adjusting the results.
Last year, the school also had 10 students who did not complete the Music subject, and the year before that, there were 15 students. Some parents were surprised because their first grader did not complete the Music subject and had to retake it during the summer. There were also students who were good at many subjects but were rated as failing in this subject. Meanwhile, in other schools, according to parents, the situation was more difficult, but all students were rated as completing and completing well.
Ms. Hop said that Music is a specialized subject, and it is not wrong for teachers to evaluate students according to the guidelines of the Ministry of Education and Training . Subject teachers must be responsible for the results, as well as the questions of students and parents.
However, she also hopes that professional agencies will support the school in this assessment.
"Primary school students are still learning to spell and combine sounds, so how can they sing clearly and fluently? Knowing how to memorize a song is good enough. For first and second graders, if they have to sing at the right pitch and length, how can they know?", Ms. Hop said. Through her teaching experience, she believes that primary school is the level that forms basic knowledge and brings joy to students through subjects.
She and the homeroom teacher were also very worried when there was a senior student who got 5/9 points of 10, the remaining subjects were Good, except for Music.

Previously, the Department of Education and Training of Pleiku City invited the music teacher of Cu Chinh Lan Primary School and 7 music teachers from 4 other schools to work together. According to Ms. Hop, teachers from all schools have the opinion that music needs to be positively evaluated, based on students' progress. However, the music teacher of her school said that "it is necessary to follow the circular of the Ministry of Education and Training for evaluation".
On May 31, Mr. Nguyen Dinh Thuc, Head of the City's Department of Education and Training, had a dialogue with dozens of complaining parents.
"Currently, the department is verifying and working with relevant people. When we have results, we will inform you," said Mr. Thuc.
Currently, primary school student assessment is carried out according to Circular No. 27/2020 of the Ministry of Education and Training. Through many methods such as observation, product assessment, questioning, writing..., teachers will assess students' progress and learning outcomes according to the requirements of the program. The 4 assessment levels are: Excellent, Good, Completed and Incomplete.
For Music, the new general education program (2018) focuses on forming and developing students' abilities in three aspects: Expression, Perception and Application.
Specifically, in grade 1, students begin to know how to sing alone and with others, express the correct melody and lyrics, express the nuances and emotions of the song; read music with the correct note names, read the correct pitch and duration, and know how to play musical instruments. In addition, they begin to know how to imitate and reproduce some familiar sounds; feel the beauty of a musical work and many other requirements.
