At the meeting, the People's Committee of Quang Nam province submitted a proposal to approve the project and issue a resolution to support tuition fees for educational institutions in the two school years 2024 - 2025 and 2025 - 2026.

In the 2024-2025 and 2025-2026 school years, Quang Nam province will spend 158 billion VND to support tuition fees.

According to the report, the total tuition revenue for the period 2016 - 2024 for public educational institutions is estimated to be 539 billion VND (an average of nearly 67 billion VND per year). The total tuition revenue of the province annually accounts for 1.4 - 1.7% of the total regular expenditure on education of the province.

Tuition revenue is used to pay salaries for preschool, middle school, and high school teachers and supplement expenses for educational activities.

In recent years, the government has paid great attention to the policy of tuition exemption and reduction. Quang Nam is also a province adversely affected by natural disasters and the Covid-19 pandemic.

In order to partially resolve the difficulties for the people, the Provincial People's Council has issued a resolution regulating tuition fees and tuition support for public educational institutions.

Due to the continued difficulties in the province's socio -economic situation, the Provincial Party Standing Committee agreed to submit to the Provincial People's Council at this session to consider and issue a resolution regulating tuition support levels for public educational institutions for the 2024-2025 and 2025-2026 school years.

At the same time, research and supplement the subjects that are entitled to tuition support for non-public institutions at the same level as public institutions. Up to now, in addition to 725 public schools, the province has 722 private preschools and 72 non-public schools.

According to the report, the subjects of application include preschool children, high school students studying at public and private preschools and general education institutions. Students studying regular education programs at the provincial continuing education center and at public general education institutions.

Regarding support policies, the state budget supports 100% of tuition fees according to the tuition fee levels for public preschool and general education institutions that are not self-sufficient in regular expenses as prescribed by the Provincial People's Council.

Subjects who are entitled to tuition fee reduction according to central and provincial policies are provided with support equal to 100% of the tuition fee for preschool and general education institutions that are not self-sufficient in regular expenses as prescribed by the Provincial People's Council.

Notably, this does not apply to preschool children and students of general schools belonging to foreign-invested educational institutions.

Mr. Le Van Dung, Chairman of the People's Committee of Quang Nam province, introduced the election of 2 additional positions of members of the People's Committee of Quang Nam province for the 2021-2026 term.

Accordingly, the proposal introduces Colonel Nguyen Huu Hop, Director of the Provincial Police Department and Mr. Nguyen Thanh Tam, Director of the Department of Construction for the Provincial People's Council to consider electing additional members of the Provincial People's Committee for the 2021-2026 term.

As a result, 100% of the delegates of the Provincial People's Council present unanimously introduced and voted to elect Colonel Nguyen Huu Hop and Mr. Nguyen Thanh Tam to hold the position of Provincial People's Committee member for the 2021-2026 term. The delegates of the Provincial People's Council resolved to pass the resolution on the results of the election of additional positions of Provincial People's Committee member for the 2021-2026 term.
