(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long signed Decision No. 125/QD-BCDRSTCTHXLVMHTPL promulgating the Plan to direct the implementation of the conclusion of General Secretary To Lam, Head of the Central Steering Committee on perfecting institutions and laws at the Steering Committee's thematic meeting to remove difficulties and obstacles due to legal regulations.

Ensure the goal by 2025 to basically complete the removal of "bottlenecks" caused by legal regulations.

The plan requires relevant ministries, branches and agencies to deploy the contents according to the following specific schedule:

Ministries and ministerial-level agencies have coordinated with members of the Steering Committee, the Working Group, the National Assembly agencies and relevant agencies, organizations and individuals to direct the completion of the review results, ensuring the accurate identification of the contents of 834 difficulties and problems and 21 recommendations and reflections with inconsistent opinions between the Ministry of Justice and relevant ministries and branches, in order to have a solution for each specific problem. At the same time, respond and publicly announce the official opinions of ministries and branches on the recommendations and reflections that the ministries and agencies agree are not difficulties or problems due to legal regulations so that agencies, organizations, enterprises and individuals with recommendations can know. These contents have been completed in August 2025.

Before September 15, add Laws to the National Assembly 's 2025 Legislative Program

Ministries and ministerial-level agencies shall coordinate with the agencies of the National Assembly, the Ministry of Justice, the Government Office , members of the Steering Committee, the Working Group and relevant agencies, organizations and individuals to advise and supplement the Laws to the 2025 Legislative Program of the National Assembly, to be passed at the 10th Session of the 15th National Assembly to promptly resolve issues related to the Laws. To be completed before September 15, 2025.

Ministries and ministerial-level agencies regularly focus on improving the effectiveness of law enforcement guidance and legal dissemination and education so that people, businesses, and local authorities can understand and uniformly apply legal regulations.

In addition, the Ministry and ministerial-level agencies shall coordinate with members of the Steering Committee, the Working Group and relevant agencies, organizations and individuals to continue reviewing and proposing solutions to remove difficulties and obstacles caused by legal regulations within the scope of the sector and field under their management, paying attention to closely following reality, focusing on solving problems that are hindering development; ensuring the goal of "basically completing the removal of "bottlenecks" caused by legal regulations by 2025".

Resolutely handle difficulties and problems caused by legal regulations within the authority

Ministries and ministerial-level agencies shall proactively and thoroughly handle difficulties and problems caused by legal regulations under the jurisdiction of their ministries and branches. For difficulties and problems caused by legal regulations under the jurisdiction of the National Assembly, the National Assembly Standing Committee, the Government, the Prime Minister, ministries and agencies shall proactively and thoroughly coordinate with relevant agencies to report and propose competent agencies and individuals to thoroughly handle them.

The Standing Body of the Steering Committee (Ministry of Justice) monitors, urges and coordinates the implementation of the tasks stated in this Plan. At the same time, coordinates with members of the Steering Committee, the Working Group, Ministries, ministerial-level agencies and relevant agencies, organizations and individuals to develop a Summary Report on the situation and results of the implementation of the tasks stated in this Plan. completed in September 2025.

Members of the Steering Committee, members of the Working Group, Ministries and ministerial-level agencies shall, based on the contents of this Plan, the Regulations on organization and operation of the Steering Committee, the assignment and direct direction of the Head of the Steering Committee, organize implementation, ensure the progress, quality and effectiveness of assigned tasks; promptly exchange and coordinate with the Ministry of Justice - the Standing Agency of the Steering Committee to handle difficulties and problems or report to the Head of the Steering Committee for consideration and handling.

This Decision comes into force from the date of signing and promulgation (September 8, 2025).
