Parents are upset because "children signed for money but only received notebooks"

On August 23, the Department of Education and Training of Da Nang City announced that regarding the incident in which 654 excellent students of grades 10 and 11 in the 2022-2023 school year signed to receive a bonus of 200,000 VND/student but only received 20 notebooks, which occurred at Thai Phien High School (Thanh Khe District), the Department of Education and Training has concluded in response to the reflection of teachers of Thai Phien High School on signs of violations by Principal Nguyen Ba Hao.

The Department of Education and Training of Da Nang City concluded that the school's decision to let students sign for bonuses but distribute notebooks was incorrect and requested the principal to correct the situation.

Previously, on March 20, the Department of Education and Training of Da Nang City received a petition and reflection from citizens about Mr. Nguyen Ba Hao, Principal of Thai Phien High School, allowing 654 excellent students of grades 10 and 11 in the 2022-2023 school year to sign to receive a bonus of VND 200,000/student, but they received 20 notebooks.

Both parents and students said that the market price of each notebook they received is 6,000 VND, and if converted to money it is less than 200,000 VND, parents want to receive the remaining amount after deducting the cost of the notebook.

The principal of Thai Phien High School did not give a satisfactory answer, causing frustration among parents and students for a long time. Therefore, some homeroom teachers sent petitions to their superiors.

Then, responding to the teachers' petition in June 2024, the leaders of the Department of Education and Training concluded that Principal Nguyen Ba Hao had excellent students sign to receive cash of 200,000 VND each but only gave notebooks, which was not in accordance with the payment records.

Notably, after verifying the feedback, the Department of Education and Training discovered that the school did not conduct bidding through the national bidding network (httpt://muasamcong.mpi.gov.vn). Mr. Nguyen Ba Hao directly decided and implemented the purchase of notebooks.

Therefore, the Department of Education and Training requested Mr. Hao to return the entire amount of 138.4 million VND to the students who signed for the money but only received notebooks. The Department also requested the Principal of Thai Phien High School to stop giving rewards to students in the form of signing for cash but discovering objects.

Many violations of the principal were discovered.

In addition, the Department of Education and Training said that from 100 million VND, which was an uncontrolled source of funds used to purchase assets, teaching equipment, and minor repairs to facilities, Mr. Hao spent more than 96.9 million VND to paint classrooms and fences. It is worth mentioning that after verification, it was discovered that the construction contract stated 3 layers of paint, Nippon paint, but in reality, it was 1 layer of paint, Pluto paint. "There was a lack of proposals from the department in charge of facilities; submissions, and reports on the evaluation of the contractor selection plan," the Department of Education and Training informed.

In addition, after the verification process, the Department of Education and Training discovered violations at Thai Phien High School in declaring but not paying teachers for grading semester exams and participating in training and professional skills.

Regarding the expenditure on the emulation coefficient for the title of excellent performance, the principal spent on the wrong subjects according to the regulations in the Internal Expenditure Regulations for 2023 with an amount of more than 31.2 million VND.

In December 2022, Mr. Hao also wrote an open letter publicly calling for funding to organize the school's 60th anniversary celebration in September 2023. The appeal raised more than 1 billion VND, but the school only accounted for operating expenses and reported more than 300 million VND, not including more than 750 million VND in the final report.

The Department of Education and Training determined that the school lacked many documents in the payment records for other items for the celebration with a total expenditure of more than 340 million VND.

According to the conclusion of the Department of Education and Training Inspectorate, the accountant did not advise on the above expenditures. The treasurer spent money according to the principal's approval and there was no payment voucher for these items. In addition, for expenditures from the mobilized funding source of more than 300 million VND, more than 140 million VND was spent not according to plan.
