In the years after the renovation, with the "hot" economic development, Quang Ninh has become a key area for security and order. After resolutely destroying gangs, groups, and criminals, eliminating social evils, and stabilizing the area, in addition to continuing to synchronously deploy professional measures, Quang Ninh Police has focused on building models of the entire population protecting national security, promoting the role of the people, and building a security posture from the root, from the hearts of the people.

There was a time when the Provincial General Hospital frequently experienced security and order disruptions of a very complex nature. In 2023, with the advice and support of the Internal Political Security Department (Provincial Police), the Hospital established a model of "Self-prevention, self-management, self-protection of security and order", the core of which is the Security and Order Self-management Team, consisting of 34 members who are officers and employees of the Hospital. The team is organized into 4 groups, with the tasks of patrolling, protecting property, propagating the law, fire prevention and handling security and order disruptions in the Hospital.

After 2 years of implementation, the security and order in the hospital has been significantly improved, reducing nighttime theft and clashes in the emergency room like many years ago. All departments and rooms have security officers, and each shift has a specific process for handling situations. The hospital has become a model of self-management of security and order in the provincial health sector.

MSc. Dr. Nguyen Ba Viet, Director of the Hospital, said: With the security camera system installed everywhere in the Hospital, members of the Self-management Team regularly patrol the departments, the situation of petty theft in the patient rooms has decreased significantly compared to before. With the help of the Provincial Police and the dedication of the Self-management Team, the situation of brokers cheating on referral papers, job applications, health certificates... at the hospital gate area has been eliminated. Thanks to that, patients can rest assured to place their trust in the health care work of the Hospital.

The model of "Self-prevention, self-management, self-protection of security and order" at the Provincial General Hospital is one of 162 models of the mass movement to protect national security and order in residential areas, agencies, businesses, and educational institutions that are operating effectively in Quang Ninh.

More than 20 years ago, Cao Xanh Ward used to be a key area for security and order, with frequent petty thefts, drug abuse, and disguised cafes always posing a potential problem. But now the ward is one of the leading units in the movement of the entire population to protect national security; a bright spot in the grassroots security model associated with building a model ward police force for security and order and urban civilization.

To achieve this result, the Ward Police have strengthened their advice to the Party Committee and the Ward People's Committee to mobilize the combined strength of the entire political system and all classes of people in the work of ensuring security and order, not to be passive or surprised in any situation. Major Nguyen Van Cuong, Chief of Cao Xanh Ward Police, affirmed: Inheriting the results achieved in previous years, immediately after taking over the area after abolishing the district-level police and implementing the merger according to the 2-level local government model, we have assigned officers to go to the area, grasp the situation, subjects, and collect information from the people for analysis. If we discover any outstanding problems or difficulties reported by the people, we will receive and handle them thoroughly.

Over the past 20 years, the Provincial Police have established a tight security network, covering from urban to mountainous, border and island areas. With 4,951 self-governing people's groups, 423 safe residential areas, 162 typical models of the whole people protecting national security and order maintained regularly and effectively; 129 commune-level areas have been recognized as meeting the "Basic Security" standard; 21 ward police stations have met the "Model of urban security, order and civilization" standard.

Major General Nguyen Huu Tuoc, former Director of the Provincial Police, emphasized: The achievements in building the movement of the entire people to protect national security in Quang Ninh are the result of the correct and accurate advice of the police force and the determination of the Party committees and authorities at all levels in mobilizing the entire political system to participate. It is not a matter of one day or one afternoon, it is a process of perseverance and persistence.

The journey of building a movement for the entire people to protect national security in Quang Ninh not only started from the 20-year mark (the Government chose August 19, 2005 as the National Day for the entire people to protect national security), but this movement has also been closely associated with the formation and development process of the Quang Ninh police force, accompanying in the mission of maintaining peace, contributing to building a solid foundation for the sustainable development of the Mining Region.
