According to Decision No. 5105/QD-UBND , Hoa Lac Urban Sub-area Planning (HL4) , scale 1/2000, belongs to the communes: Tien Xuan, Thach Hoa, Thach That district and the communes: Dong Xuan, Phu Man, Phu Cat, Quoc Oai district. To the North is the Hoa Lac - Hoa Binh Expressway (existing Provincial Road 84); to the West is the Hoa Lac Urban Sub-area (HL3); to the South is the Ho Chi Minh Road and Hoa Lac Urban Sub-area (HL5); to the East is the National Highway 21 (current) and Hoa Lac Urban Sub-area (HL6).
The planning research scale has an area of about 1,879.83 hectares. The population size is about 145,000 people. The Hoa Lac urban subdivision planning (HL4) is one of three urban subdivisions belonging to the ecological urban area according to the orientation of the Hoa Lac Urban Master Plan with the nature of the central area of Hoa Lac urban area, developing new urban areas. Constructing urban railway line No. 5 along the extended Thang Long Avenue and stations on the line. Constructing a railway line connecting the satellite cities of Son Tay - Hoa Lac - Xuan Mai along National Highway 21 and stations on the line.
Ho Chi Minh Road is the external traffic route of the entire Hanoi city and Hoa Lac urban area. The section passing through Hanoi city also acts as the capital's Ring Road 5. The route corridor has a typical width of B=120m (6 expressway lanes and parallel service roads on both sides) and is implemented according to the construction investment project approved by the competent authority. Hoa Lac - Hoa Binh Expressway is a highway extending from Thang Long Avenue to Hoa Binh city with a route corridor of a typical width of B=120-180m (6 expressway lanes and parallel service roads on both sides). Road 21 passing through Hoa Lac urban area has been renovated and expanded and is the main urban axis road, with a cross-section of 80m, 12 lanes including 4 service lanes, parallel on both sides.
The City People's Committee assigns the Hanoi Department of Planning and Architecture to be responsible for the content of appraisal and confirmation of the Hoa Lac Urban Zoning Planning drawing (HL4), scale 1/2000 and the Regulations on management according to the planning project in accordance with the content of this Decision; and to archive project documents according to regulations.
The Institute of Construction Planning presides over and coordinates with the People's Committees of Thach That and Quoc Oai districts to organize the public announcement of the approved planning project content in the locality so that relevant organizations, agencies and people can know and implement it.
The People's Committees of Thach That and Quoc Oai districts; the People's Committees of Tien Xuan and Thach Hoa communes of Thach That district; Dong Xuan, Phu Man and Phu Cat communes of Quoc Oai district; and the Inspectorate of the Department of Construction are responsible for inspecting, supervising and managing construction in accordance with the planning; handling cases of construction in violation of the planning according to their authority and regulations of law.

The North is the center of the planned road (50m cross-section - current provincial road 446) and borders Hoa Lac Urban Sub-area (HL4); the West is the center of the planned road (30m cross-section) and borders Hoa Lac Urban Sub-area (HL4); the South is Ho Chi Minh road (phase 2) and the planned road (50m cross-section); the East is the center of the main urban axis road (current National Highway 21) and borders Hoa Lac Urban Sub-area (HL6).
The scale of the planning study is about 1,101.10 hectares. The population is about 75,000 people. Hoa Lac urban subdivision (HL5) is one of three urban subdivisions belonging to the ecological urban area according to the orientation of the Hoa Lac urban master plan with the nature of an ecological urban area that is friendly to the environment and natural landscape, synchronous social infrastructure, technical infrastructure... forming a civilized, modern urban area and maintaining the structure of existing residential areas and villages; including 05 planning areas: HL5-1 area has an area of about 309.55 hectares, population of about 20,500 people, oriented as an urban development area, at the same time exploiting mountain space, water surface for entertainment, picnics, and ecology of Dun mountain; HL5-2 area has an area of about 244.47 hectares, population of about 17,350 people, is oriented as an urban development area associated with the regional landscape, exploiting mountain space and water surface for entertainment, picnics, and ecology of So mountain; HL5-3 area has an area of about 158.13 hectares, population of about 18,300 people, is oriented as an urban development area associated with the regional landscape, within the planning area, it is planned to arrange a part of the city's concentrated independent social housing area; HL5-4 area has an area of about 127.37 hectares, population of about 8,650 people, is oriented as an urban development area, associated with the regional landscape; HL5-5 area has an area of about 155.14 hectares, population of about 10,650 people, oriented as an urban development area, at the same time developing according to the TOD model, taking advantage of the urban railway station line No. 5, within the planning area, it is planned to arrange a part of the city's concentrated independent social housing area. In addition to the 05 planning areas above are the main urban axes (Ho Chi Minh road, National Highway 21), ... with a total area of about 115.44 hectares.
The City People's Committee assigned the Hanoi Department of Planning and Architecture to confirm the Hoa Lac Urban Zoning Planning (HL5) drawing file, scale 1/2000 and the Management Regulations according to the planning project in accordance with the content of this Decision; transfer the project file to be archived according to regulations.
