The Ministry of Health has just approved the adjustment of medical examination and treatment prices at 15 hospitals according to the new basic salary level, from 1.8 million VND to 2.34 million VND.
The prices for health insurance examination and treatment at some major hospitals such as Bach Mai Hospital, Friendship Hospital, National Institute of Hematology and Blood Transfusion, Cho Ray Hospital, Agricultural General Hospital, Central Dermatology Hospital, Central Tropical Hospital... have been announced.
Accordingly, the price of health insurance examination at special hospitals will increase from 42,100 VND to 50,600 VND per visit. Specifically, the price of medical examination will increase from 42,100 VND to 50,600 VND per visit.
The cost of an intensive care bed at a special-class hospital also increased from VND509,400 to VND599,400 per day; a grade 1 bed from VND273,100 to VND327,100 per day.
In particular, the price of intensive care unit (ICU) beds, organ transplants, bone marrow transplants or stem cell transplants at special-class hospitals increased from VND867,500 to VND1,017,300 per day.

This price adjustment applies to special and first-class hospitals, and localities are also urgently implementing it according to regulations.
According to the Ministry of Health, the adjustment of medical examination and treatment prices is based on Decree 96/2023/ND-CP, allowing units to continue applying current prices until new regulations are issued, but no later than December 31, 2024.
This means that medical examination and treatment facilities must complete the approval of service prices in accordance with the authority prescribed by the Law on Medical Examination and Treatment before the above deadline.
Recently, the Ministry of Health has developed a method for pricing medical examination and treatment services according to Circular 21/2024/TT-BYT, applying two main methods: comparison method and cost method.
Medical facilities can choose to apply one of two methods to determine service prices, prioritizing the comparison method to ensure accuracy and suitability to reality.
This Circular also stipulates clear documents and procedures for approving service prices, helping medical facilities easily develop pricing plans, while complying with the ratio of hospital beds not exceeding 20% of the total average number of beds in the previous year.
The Ministry of Health believes that adjusting medical examination and treatment prices will have a certain impact on the health insurance fund as well as the people. However, the payment from the health insurance fund will not be significantly affected because the fund's revenue has increased faster than the expenditure.
For those participating in health insurance under social policy, the poor, and ethnic minorities, 100% of medical examination and treatment costs will be covered by the health insurance fund, so they will not be affected by the price adjustment.
For those with health insurance cards that require co-payments of 20% or 5%, costs will increase slightly, but are said to still be affordable thanks to income levels adjusted to the new base salary.
