On March 18, the People's Committee of Ba Don town, Quang Binh confirmed that it had just issued a document requesting Mr. Doan Minh Trinh, Deputy Head of the Management Board of Investment, Construction and Land Fund Development Projects of the town, to refund the land use fees of the households that authorized Mr. Doan Minh Trinh to pay on their behalf.

At the same time, the Town People's Committee requested Mr. Trinh to repay the amount including principal and interest, if any. After receiving the document, Mr. Trinh brought the money to pay the households involved.

Previously, from the beginning of 2024, many households in Quang Son commune were compensated when land was allocated to implement the North-South expressway project in the east phase 2021-2025. As in the case of Ms. T., her family was compensated 351 square meters of land and nearly 2.5 billion VND.

In March 2024, Mr. Trinh asked her family to sign a power of attorney to deposit money into the state budget to receive resettlement land. Ms. T. transferred 900 million VND to Mr. Trinh's personal account.

The remaining amount was used by her family to pay off other loans. Then, Mrs. T.'s family borrowed another sum of money to build a house on the compensated land.

Not only Mrs. T.'s family, many other households also signed the authorization and transferred money to Mr. Trinh's personal account. However, nearly a year has passed, her family and these households have not yet received the land use right certificate for the land plot in the resettlement area, while the above amount has not been refunded.

It was not until these households complained to the authorities and the People's Committee of Ba Don town issued a directive that Mr. Trinh returned the money he had received.

It is known that up to now, the households have only received the principal, not the interest from the money deposited into Mr. Trinh's account.
