According to Decree No. 119/2024/ND-CP, dated September 30, 2024 of the Government regulating electronic payment for road traffic, from October 1, 2025, vehicles that have not converted their toll collection accounts to traffic accounts connected to non-cash payment means will not be allowed to circulate through ETC toll stations. Specifically, vehicle owners are obliged to coordinate with road payment service providers to convert existing toll collection accounts according to Decision No. 19, dated June 17, 2020 of the Prime Minister to traffic accounts and connect non-cash payment means.
According to the Ministry of Construction , this decree allows a one-year transition period (from October 1, 2024 to October 1, 2025) for vehicle owners and toll service providers to convert toll collection accounts to traffic accounts connecting non-cash payment means. Therefore, before October 1, 2025, car owners must complete the conversion of current toll collection accounts to traffic accounts.
There are two ETC stations in Hue City, including Phu Bai Toll Station (Phu Bai Ward) and Bac Hai Van Toll Station (Chan May Commune - Lang Co). These are important locations on National Highway 1A, with a large daily traffic volume, especially trucks and inter-provincial passenger cars. However, through actual surveys, many drivers still do not fully understand this regulation.
Driver Tran Duc Hung, who transports goods to Chan May port (Chan May commune - Lang Co), said: "I just heard this information. Maybe I have to find out how to start the conversion and not delay because it directly affects my work." Similarly, driver Nguyen Thien Thuat, a technology taxi driver in Hue City, shared: "Personally, I have not converted my account because I do not have clear information. If possible, I would like to have specific instructions or a list of service providers for conversion so that I can contact and complete it easily."

Convenience when converting
Converting toll collection accounts to traffic accounts is not only a mandatory requirement but also brings many practical benefits to users. First of all, traffic accounts can be linked to many non-cash payment methods such as e-wallets (MoMo, Viettel Money, VETC, ePass), credit cards or bank accounts. Thanks to that, users can quickly top up, proactively control costs and no longer depend on a fixed source of top-up as before.
An important point of the traffic account is that the balance will be charged interest, similar to a bank account. This overcomes the major limitation of traditional toll accounts, which are not profitable, especially for transport businesses that own many vehicles operating continuously through stations, having to deposit a large amount of money into the toll account.
Furthermore, the traffic account does not only stop at paying tolls at the station, but this system will be expanded to pay for many other services such as hourly parking fees at smart parking lots, inspection and registration fees, cashless gasoline purchases, electric vehicle charging services, etc.
According to the representative of Bac Hai Van Toll Station, the whole country currently has 6.3 million vehicles using the automatic non-stop toll collection service, reaching nearly 100% of the total number of vehicles. However, statistics show that the rate of vehicles converting traffic accounts is still very low, only reaching about 30%. In Hue City alone, every day there are about 3,000 vehicles passing through Bac Hai Van Toll Station and more than 11,000 vehicles passing through Phu Bai Toll Station, while less than 40% of vehicles have converted to traffic accounts. Failure to convert traffic accounts on time could lead to traffic disruptions, affecting individuals, businesses and the transport chain when Decree 119/2024/ND-CP takes effect in early October 2025.
For the above reasons, the authorities recommend that vehicle owners, especially transport businesses and cooperatives, should coordinate with service providers to complete the conversion as soon as possible; avoid the mentality of waiting until the deadline to implement, leading to system overload or being passive when errors occur.
According to non-stop toll collection service providers such as VETC and ePass, the process of converting from a toll collection account to a traffic account is very simple. The whole process only takes 5 - 10 minutes. Vehicle owners can make the conversion via a mobile application, at a service point or at a toll station with the support of technical staff. Service providers have now deployed text messaging, email notifications, applications and coordinated with authorities to support vehicle owners in a timely manner.
