The State Treasury requires the entire system to coordinate to thoroughly handle and complete payment before September 15, 2025 to ensure the rights of grassroots staff.
On September 10, 2025, the State Treasury (KBNN) issued Official Dispatch No. 12/CD-KBNN, requesting the Directors of the State Treasury in the regions to urgently direct their subordinate units to coordinate with the communes, ensuring that 100% of units complete opening accounts and paying salaries before September 15, 2025.
According to statistics, as of September 9, the whole country had 55,965 commune-level units scheduled to transact with the State Treasury. However, there were still 475 units that had not opened accounts (accounting for 0.85%) and 1,225 units that had not paid salaries (accounting for 2.33%). This situation requires drastic, synchronous and timely solutions.
The telegram was issued immediately after the meeting of the Standing Committee of the Party Committee of the Ministry of Finance . The main objective is to remove difficulties related to the arrangement of the organizational apparatus and administrative units, while ensuring the rights of grassroots cadres in the process of operating the two-level local government model.
To resolve the issue, the State Treasury requires: The functional departments and transaction offices must coordinate directly with the communes to ensure progress. For units that have not yet assigned budgets or have no account holders or chief accountants, the regional State Treasury must coordinate with the Department of Finance and report to the Provincial People's Committee to take measures to resolve the issue.
In addition, regional units must regularly and promptly report on the situation of account opening and salary payment according to Official Dispatch No. 9156/KBNN-CSPC dated August 5, 2025 for synthesis and sending to the Ministry of Finance.
The issuance of this dispatch clearly demonstrates the determination of the State Treasury in ensuring progress and transparency, while maintaining the legitimate rights of cadres, civil servants and public employees at the grassroots level. This is also an important step to improve the efficiency of public financial management and contribute to the successful implementation of the two-level local government model.

Previously, Minister of Finance Nguyen Van Thang - Secretary of the Party Committee of the Ministry of Finance - chaired the September 2025 thematic meeting of the Standing Committee of the Party Committee of the Ministry of Finance, focusing on assessing the implementation and operation of the 2-level local government model.
In terms of finance, as of September 5, 2025, more than 55,000 commune-level units had opened accounts at the State Treasury (reaching 99.01%). However, nearly 1,800 units had not yet paid salaries for August 2025, mainly due to slow completion of procedures. The Ministry of Finance has also submitted to the Government support of VND 3,119 billion for 27 localities to ensure material facilities after administrative unit rearrangement.
"The biggest difficulty now lies in the implementation organization and capacity of grassroots officials. The Ministry of Finance will continue to review and improve institutions, increase financial support, facilities, and staff training, while closely coordinating with localities to promptly remove obstacles and ensure effective operation of the two-level local government model," Minister Nguyen Van Thang emphasized.
