Reporting to the working group, the leader of Can Gio commune said that up to now, the local government apparatus of the commune has been operating stably, ensuring enough means and equipment for the staff and civil servants. The commune also focuses on directing the work of handling administrative procedures for the people regularly, without interruption.

Regarding the congress preparation work, the Standing Committee of the Can Gio Commune Party Committee has established sub-committees and scheduled the congress to be held on August 21 and 22.

For Binh Khanh commune, the operation of the new government model is stable. Administrative procedures are resolved quickly. However, the People's Committee of the commune proposed funding for repairs and equipment purchases, with priority given to repairing the office building and purchasing equipment to serve digital transformation activities. This is to ensure better service for people and businesses.

Binh Khanh Commune also proposed that Ho Chi Minh City soon issue internal procedures for handling administrative procedures in the fields of land, education , and construction permits. Regarding the preparation for the congress, the commune plans to hold it on August 21 and 22.

The initial operation of the two-level local government in An Thoi Dong commune is also stable. However, the commune still has some difficulties and limitations such as the connection and integration of the new transmission network system into the existing system in some units due to the old and unsynchronized network structure.

After being decentralized and delegated, administrative procedures have been announced, but some sets of procedures do not have specific implementation processes, so the Ho Chi Minh City Digital Transformation Center has not yet configured the software to process the records. This leads to the new sets of procedures not being implemented. The commune plans to hold the Party Congress of An Thoi Dong commune on August 18 and 19.

Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong highly appreciated the operation of the two-level government of the localities. Despite the difficulties, the localities have made efforts to overcome them so that the progress of handling people's records and procedures is not delayed.

Regarding the preparation for the congress, he requested that the communes urgently complete documents and political reports to send to the working group for timely research and comments. Contents such as assessment reports and directions and tasks must be balanced and appropriate; there must be a list of key projects and works based on approved plans and policies, along with a list of projects attracting non-budgetary investment.

In particular, communes need to clearly identify breakthroughs, linked to the target of double-digit economic growth and four strategic pillars. Along with that, choose a suitable congress theme, as a basis to determine the direction and key tasks in the next term.

Comrade Dang Minh Thong also requested localities to urgently complete the grassroots congresses and review all personnel after the merger. If the number of personnel is not enough according to regulations, it is necessary to contact the City Party Committee's Organizing Committee for guidance on the implementation of the process and promptly send documents on additional personnel.
