The telegram cited information from the National Center for Hydro-Meteorological Forecasting that during this year's high school graduation exam, the weather in the forecast regions still has many potential unfavorable factors.
Specifically, the Northern region will have intermittent sunshine, scattered showers and thunderstorms in the afternoon and evening; the Central region will have localized heat; the Central Highlands and the Southern region will have sunny days, scattered showers and thunderstorms in the afternoon and evening. These conditions may cause difficulties for the organization of the exam, especially in areas with complex terrain, prone to flash floods, landslides or inundation.

To proactively prevent risks, reduce damage to people and property, and ensure the safe organization of the exam, the Minister of Education and Training requested the provincial exam steering committee to direct relevant units to closely monitor weather developments and maintain regular contact; establish direct contact with the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue at all levels to promptly respond to emergencies.
The provincial exam steering committee needs to develop and activate plans according to the "4 on-site" motto: on-site command, on-site logistics, on-site means, and on-site forces.
Localities should strengthen inspection and reinforcement of examination sites, examination rooms, electricity, water and drainage systems to ensure safety in conditions of heavy rain, gusts of wind and hot weather; at the same time, prepare scenarios to move documents, machines, exam questions and papers to safe places; and build backup examination sites in case the main examination site cannot ensure conditions due to natural disasters.
At the same time, it is necessary to have a plan to ensure absolute safety in the transportation and preservation of exam papers and test papers before, during and after the exam, avoiding the effects of flooding, hot and humid weather or fire.
The telegram also requested localities to ensure the safety of exam supervisors and candidates. Accordingly, localities need to have a plan to support the transportation of candidates, especially in remote areas with complex terrain; establish an information channel between schools, parents and candidates to promptly update weather conditions and provide safe travel instructions to exam locations; organize support for meals and accommodation near exam locations for officials and candidates living far away or in special circumstances, minimizing possible risks.
Immediately after heavy rains or natural disasters end, exam sites need to quickly clean and disinfect classrooms to ensure safety, cleanliness, disease prevention, and readiness for exam organization.
This year's high school graduation exam will take place from June 25 to 28. On June 25, candidates will go to the exam site to complete exam registration procedures, on June 26 to 27, candidates will take exams, and June 28 will be reserved for backup.
