Specifically, 118,919 soldiers and 298,547 militiamen, along with 9,088 vehicles of all kinds, including 5,739 cars, 172 ships, 2,262 canoes, 409 special vehicles and 6 planes, are ready in all situations to respond to storm Bualoi (storm number 10).
By the end of September 26, the Border Guards of provinces and cities along the sea route from Quang Ninh to Lam Dong had coordinated with local authorities, families of ship owners and captains to notify, count, and guide 67,970 vehicles with 286,677 people to grasp the developments and direction of the storm so that they could proactively move around and escape from dangerous areas.

On the evening of September 26, storm Bualoi moved into the East Sea and became storm number 10. The strongest wind near the storm's center was level 11-12, gusting to level 15, moving very quickly at a speed of over 30km/h.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the next two days, storm No. 10 will continue to strengthen to level 12-13, gusting to level 16, moving very quickly towards the sea and mainland of the North Central and Northern regions of our country, the closer it gets to the coast of our country, the stronger the storm will be.
Due to the influence of the storm, in the sea area from Thanh Hoa to Quang Ngai from the evening of September 27, the wind will gradually increase to level 6-7, then increase to level 8-9, near the storm center level 10-13, gust level 16, waves 5-7m high, rough seas.
This is a strong storm, moving very fast, can cause strong winds, heavy rain on land in the North Central and Northern regions, risk of flash floods, landslides in mountainous areas, threaten the safety of dams, flooding in low-lying areas, especially coastal and riverside areas.

Based on the reports of the National Center for Hydro-Meteorological Forecasting on the developments, situation and direction of storm Bualoi (storm No. 10), this is a very fast moving storm, with strong intensity and a wide area of influence.
To ensure the safety of people, ships and boats in the province, the Thanh Hoa Province Civil Defense Command has decided to ban sea travel in the province from 6am on September 27 until the impact of storm Bualoi is no longer felt.
Thanh Hoa Province Civil Defense Command requests the Chairmen of the People's Committees of coastal communes and wards, localities with fishing activities and related units to urgently implement the following contents:
Organize a sea ban in the area from 6am on September 27 until the impact of storm Bualoi is no longer felt; require close supervision, absolutely do not allow ships and boats to go out to sea during the sea ban period.
The Chairmen of the People's Committees of coastal communes and wards and localities with fishing activities are responsible to the Chairman of the Provincial People's Committee and the Provincial Civil Defense Command if they are subjective or negligent in organizing sea bans, leading to loss of life and property.
Guide, arrange ships and boats, strictly manage at anchorage, take shelter to ensure safety according to regulations. Absolutely do not start the engine when anchored, absolutely do not leave people on the vehicles when the storm hits.
Organize on-duty seriously, regularly report the situation to the Provincial Disaster Prevention Command Office and the Provincial Civil Defense Command Standing Office for timely synthesis and reporting according to regulations.
