Leaders must promote the responsibility of setting an example, performing exemplary tasks and enhancing responsibility in directing, operating, inspecting and examining the performance of tasks, public service, discipline and administrative discipline within the assigned state management scope.
Building a team of cadres and civil servants who are politically and ideologically strong, morally and lifestyle-wise pure, and professionally proficient in handling work for people and businesses.
The Provincial People's Committee will strictly handle heads of agencies, units, and localities who lack responsibility, allowing cadres, civil servants, and public employees under their direct management to harass and cause trouble for people and businesses; and immediately handle heads who show signs of covering up or condoning wrongdoings by subordinates.
Agencies and units must tighten discipline and administrative discipline, strengthen inspection and supervision of cadres, civil servants and public employees in public service activities; ensure prompt and thorough resolution of recommendations, reflections and denunciations from people and businesses, and avoid unclear explanations instead of resolution.
Each level and sector should improve the quality of dialogue with businesses and people in a practical and receptive manner; grasp the thoughts, aspirations and problems of people and businesses to resolve them substantially and thoroughly, and propose to competent authorities measures to handle inadequacies in legal regulations (if any); publicize the time and location of public reception by heads of agencies and units on the electronic information page (if any) and at the headquarters of agencies and organizations.
Agencies and units must publicize hotline addresses, email addresses and organize the reception, processing and timely resolution of people's and businesses' feedback, recommendations and denunciations, especially regarding acts of harassment and annoyance; publicize the results of the handling; if there are any mistakes, they must publicly apologize to people and businesses and remedy the consequences, handle violations in accordance with regulations...
