Permanent Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan received and resolved citizens' petitions.

On the afternoon of September 5, at the Provincial Citizen Reception Office, Comrade Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, had a meeting to receive and resolve citizens' complaints. Attending the meeting were leaders of the Provincial Inspectorate, the Department of Agriculture and Environment, the Provincial People's Committee Office, Bac Quang commune and representatives of the Compensation and Site Clearance Council of the old Bac Quang district.

Accordingly, citizen Nguyen Manh Lam filed a complaint regarding the compensation price for land acquisition due to the construction of Tuyen Quang - Ha Giang Expressway phase 1, the section passing through Quang Minh commune, Bac Quang district, old Ha Giang province.

Implementing the Tuyen Quang - Ha Giang Expressway Project Phase 1, the section passing through the old Ha Giang province, Mr. Nguyen Manh Lam's household had its land recovered by the People's Committee of Bac Quang district in Decision No. 623/QD-UBND dated March 4, 2024 with a total recovered land area of ​​1,839.7m2 (including: residential land 496m2; perennial land 1,343.7m2). The total compensation and support value of Mr. Lam's household is 4,550,064,087 VND. However, Mr. Nguyen Manh Lam's household did not agree and sent petitions to many places, leading to a prolonged backlog of the case.

Presenting the complaints and wishes during the citizen reception, Mr. Nguyen Manh Lam affirmed his support for the implementation of the Tuyen Quang - Ha Giang Expressway Project. However, he did not agree with the way of calculating compensation for residential land prices which were much lower than the actual land value (land traded on the market in the area where Mr. Lam's family lived at the time of land acquisition); the process of appraisal and issuance of Coefficient K (Land Price Adjustment Coefficient) to calculate land compensation was not in the correct order; the way of calculating compensation for Mr. Lam's family was unfair, much lower than that of neighboring families. Mr. Lam wished to receive the correct and full benefits when the State acquired his family's land to clear the site for the expressway project.

At the meeting, the representative of the Compensation and Site Clearance Council of the old Bac Quang district reported and explained the process of determining land prices, K coefficients and land compensation values ​​for Mr. Lam's family at each point in time according to 4 Decisions of the People's Committee of the old Bac Quang district. The leaders of the Department of Agriculture and Environment and the Provincial Inspectorate informed about the procedures and regulations for implementing compensation and site clearance procedures of the People's Committee of the old Bac Quang district in accordance with the provisions of law.

Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan affirmed that the decisions to change the compensation value of the People's Committee of the former Bac Quang district were in accordance with regulations; the authorization of the People's Committee of Bac Quang district by the People's Committee of the former Ha Giang province to issue land prices was within its authority; the procedure for applying Coefficient K to Mr. Lam's family's land location was in accordance with the law. The rights of Mr. Lam's family in land acquisition and site clearance compensation were implemented by competent authorities in accordance with regulations.

Comrade Nguyen Manh Tuan said that the People's Committee of the old Bac Quang district has not done a good job in handling citizens' petitions, has not fully informed citizen Nguyen Manh Lam about the procedures, changes in the law, difficulties and obstacles in land recovery, compensation and site clearance; and is confused in handling citizens' petitions.

The comrade suggested that for the contents that Mr. Nguyen Manh Lam did not agree with, steps could be continued to be taken to resolve them in accordance with procedures and authority, ensuring compliance with regulations.
