New regulations on functions and tasks of the Civil Aviation Authority of Vietnam

Minister of Construction Tran Hong Minh has just signed and issued a Decision on the functions, tasks, powers and organizational structure of the Civil Aviation Authority of Vietnam.

Accordingly, from March 1, the Civil Aviation Authority of Vietnam under the Ministry of Construction will perform the advisory function to assist the Minister of Construction in State management of civil aviation nationwide.

The Civil Aviation Authority of Vietnam will advise the Minister of Construction on state management of civil aviation nationwide.

At the same time, directly perform the duties and powers of the Aviation Authority according to the provisions of law and international treaties to which the Socialist Republic of Vietnam is a member.

The Civil Aviation Authority of Vietnam is assigned by the Ministry of Construction to perform 26 tasks and powers, focusing on the following areas: performing the tasks and powers of the Aviation Authority; developing, inspecting, reviewing, systematizing, and disseminating laws on civil aviation; managing airports, airfields, and aviation infrastructure assets; managing air transport and general aviation; managing aircraft and aircraft operations;

Flight operations management; aviation safety; environmental protection; aviation human resource development; aviation investment project management; prices, fees, charges; international cooperation; participation in the Ministry of Construction's Steering Committee for Disaster Prevention, Control and Search and Rescue.

This agency is also responsible for scientific research, development, application and technology transfer in the field of civil aviation; specialized inspection; administrative reform; organization of apparatus, payroll, civil servants, public employees, workers; finance, public assets; statistics, reporting, archiving records and documents; inspection, supervision and responsibility for the performance of airport authorities at airports and airfields nationwide...

The Civil Aviation Authority of Vietnam has 14 organizations, of which 9 are departments and offices that assist the Director in performing the state management function of civil aviation; 1 organization is the Inspectorate of the Authority performing specialized inspection tasks within the scope of state management that the Authority decentralizes, manages, performs the tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity according to the provisions of law.

In addition, there are 3 Northern, Central and Southern Airport Authorities which are administrative organizations equivalent to branches and 1 Medical Center which is a public service unit under the Civil Aviation Authority of Vietnam.
