Along with the announcement of the Provincial Planning, there is also an effective integration of investment promotion activities focusing on three pillars: Industry, tourism and agriculture. Hopefully, Binh Thuan will welcome more "eagles" to "nest".
Announcing planning and promoting investment
There is a special coincidence, when on the night of December 27, Binh Thuan organized the summary and closing ceremony of the National Tourism Year 2023 "Binh Thuan - Green Convergence", that was also the day Deputy Prime Minister Tran Hong Ha signed the decision approving the Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050 (abbreviated as the Provincial Planning). After so much waiting for development, because according to the provisions of law, this decision is the basis and basis for making urban planning; rural planning; planning, land use planning and technical and specialized planning in the province, now is also the time to start turning a new page.
According to the Planning Law, the Provincial People's Committee will organize the announcement and publicization of the Provincial Planning. Therefore, in recent days, the Department of Planning and Investment is planning to advise the Provincial People's Committee to carry out the announcement ceremony of the Provincial Planning in conjunction with investment promotion activities. Previously, in a related meeting, the provincial leaders raised the issue of proactively calling for investment, to identify large investors with economic potential and qualifications to contribute to promoting and fully utilizing the existing potential in the fields in the province, instead of passively waiting for investors to come. Because in reality, that brings about undesirable results. And now, with the existing provincial planning, there is also a basis for introduction, for calling, for the opportunity to choose suitable investors like that.
According to the Department of Planning and Investment, the Announcement Ceremony of the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050, was held with the aim of publicly announcing the entire content of the Provincial Planning approved by the Prime Minister to all levels, sectors, people and the business community for information and implementation. At the same time, through the Announcement Ceremony of the Provincial Planning, the province will introduce the potentials and strengths of the locality to call for and mobilize investment resources from domestic and foreign economic sectors, ensuring the completion of growth targets in the right direction and achieving the highest efficiency in the shortest time.
The Department also determined that the content of the Provincial Planning announcement should be focused, not scattered, ensuring ease of understanding, accessibility, and ease of use for the people and interested investors. At the same time, it is also expected to effectively integrate investment promotion activities focusing on 3 pillars: Industry, tourism, and agriculture. Accordingly, it is also expected to arrange an introduction booth at the reception hall for delegates to display, introduce, and promote local products of the province, chaired by 4 departments including Planning and Investment, Culture, Sports and Tourism, Industry and Trade, and Agriculture and Rural Development. Thereby, it is hoped that Binh Thuan will welcome more "eagles" to "nest".
Sharing trend
The provincial planning is the compass for the socio-economic development, national defense and security of the province in this period. Notably, such development must also be consistent with the goals and strategic orientations of the socio-economic development of the whole country in the period of 2021 - 2030, the national strategy on green and sustainable growth; consistent with the national master plan, national sectoral planning, planning of the North Central region and Central Coast for the period of 2021 - 2030, with a vision to 2050.
In terms of development perspectives in three areas including socio-economic development, national defense and security; organization and arrangement of socio-economic development space, use of natural resources and environmental protection; and socio-economic infrastructure development, it can be imagined that by 2030, Binh Thuan will be like a fresh picture, if the investment attraction, calculation, arrangement and opening of development space... are appropriate. Notably, the diversity and richness of economic types that the province promotes development such as digital economy, sharing economy, night-time economy, green economy and circular economy emerge.
If the digital economy has spread among the people in the province as a matter of course for survival during and after the Covid-19 pandemic, the night-time economy, green economy and circular economy have also been stirred up in recent years and have formed representative examples or proven the presence of these types of economies in the province. Only the sharing economy, although it has emerged in the province, most clearly shown in the services of the tourism sector, is still very new. The nature of the sharing economy is to create a chain of business value systems, cooperation between parties to create value for products and each individual in that chain will enjoy a part of the value created in the chain and share with each other. In other words, it is an economic method in which assets or services are shared among individuals, helping to connect new buyers (users) and sellers (suppliers) for an economic activity. That is the economic development trend of the world, because of the convenience it brings.
It is worth mentioning that the nature of the sharing economy is consistent with the development perspective of the Provincial Planning. That is, "maximizing the human factor; considering people as the center, subject, most important resource, and the goal of development; aiming to improve the quality of material and spiritual life and happiness of the people". No matter how developed, sharing and uniting together to reach civilization and progress is still the most decisive thing.
In a broad sense, the sharing economy represents a change in the way products are delivered from transferring ownership of products to providing on-demand product service systems. Product-related service providers will connect with each other to provide products with the best conditions.
