On September 16, the Vietnam Football Federation (VFF) approved a proposal to change the number of promotion/relegation slots in national professional football tournaments.
Accordingly, V-League 2025 - 2026 will have 1.5 relegation slots. First Division 2025 - 2026 will have 1.5 promotion slots and 1 relegation slot. Clubs that win direct promotion slots or participate in the play-off must meet the criteria according to the Club Licensing Regulations.
After Hoa Binh Club withdrew from the tournament, the First Division only had 12 clubs left, the promotion/relegation regulations of the First Division changed from the original plan of 2 clubs promoted and 2 clubs relegated. This significantly increased the competitiveness of the First Division.
For example, candidates competing for tickets to V-League such as Bac Ninh Club or Truong Tuoi Dong Nai , if they cannot win the championship but only become runner-up in the First Division, will still have to play a play-off with a higher-ranked club.
The fact that V-League has only 1.5 relegation spots left will also affect the motivation in the relegation battle of the lower-ranked teams.
As for Hoa Binh, this team has dissolved and terminated all contracts with players and coaching staff. The incident of Hoa Binh Club has greatly affected the tournament organization of the football management agency.
The 2025-2026 National First Division will officially start from September 19 and end in June 2026. The tournament has 22 rounds with 132 matches, the prize money for the champion club is 2 billion VND. Each participating club is allowed to register a maximum of 1 foreign player, 1 Vietnamese player of foreign origin and 2 foreign players of Vietnamese origin.
