Many issues were raised, such as: the 10,000 billion VND anti-flooding project; the underground power grid work of the electricity industry; how to handle livestreams attacking and insulting others online; why have students majoring in education at Saigon University and Ho Chi Minh City University of Education not yet been paid tuition and living expenses according to Decree No. 116/2020/ND-CP of the Government?
Regarding the issue of refunding tuition and living expenses according to Decree No. 116/2020/ND-CP of the Government for pedagogical students of Saigon University and Ho Chi Minh City University of Education, why have students not received them yet?
A representative of the Department of Education and Training (DET) of Ho Chi Minh City said that according to the plan, the procedures were expected to be completed in October 2024. However, due to the number of students implementing Decree 116/2020/ND-CP in the 2021-2025 school year, the DET had to supplement some contents related to the legal basis at the time of performing the task and ordering teacher training, so it was slower than the original plan.
“Currently, the Department of Education and Training is urgently completing the documents with full legal basis at the time of placing the order to transfer funds to Saigon University and Ho Chi Minh City University of Education as soon as possible,” said a representative of the Department of Education and Training of Ho Chi Minh City.
Regarding the issue of livestreams attacking and insulting others, how will they be handled? Lieutenant Colonel Nguyen Thang Long - Deputy Chief of Staff of Ho Chi Minh City Police said that livestreams attacking and insulting others can create conditions for bad actors to commit illegal acts. Specifically, bad actors can stage, distort the truth, spread false and misleading information with offensive, vulgar, distorted language and content, insulting the honor and dignity, infringing on the rights and legitimate interests of individuals and organizations...
In Vietnam, all citizens must comply with the law, including activities in cyberspace. The Party and State respect, protect, guarantee and promote citizens' freedom of speech. This is one of the basic human rights and this right is within the framework of the law.
“To improve the social network environment, people need to have a correct understanding of freedom of speech and strictly comply with the provisions of the law when using cyberspace. For livestreams with content that attacks others, people are requested not to participate in supporting or commenting and need to condemn wrongdoings; at the same time, notify the authorities when detecting illegal acts,” Lieutenant Colonel Nguyen Thang Long suggested.
