The regulations on university and college admissions for preschool education will be issued in February. Many new points of the regulations will directly affect candidates in the admission process this year.
The above information was shared by a representative of the Ministry of Education and Training at the opening ceremony of the 2025 Exam Season Consulting organized by Thanh Nien Newspaper at Dong Nai University yesterday morning (February 15). The program attracted about 10,000 students to attend directly, and more than 50 educational units participated in the consultation.

Does early admission no longer affect candidates?
Attending the program, Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), said that in the past 4 years, the general admission support system of the Ministry of Education and Training has had many innovations and has become stable. In order for candidates to have the best opportunity to be admitted to university, achieve their highest aspirations, in accordance with their strengths and abilities, this year there are some innovations but not too big, so candidates can confidently participate in the admission process.
According to Ms. Thuy, the circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education will be issued in February, after completing the procedures for issuing documents according to regulations. From the draft announcement and receiving comments, the official regulations will have adjustments compared to the draft announcement for comments before.
Firstly, this year there will be no early admission and all will follow the general admission process on the system of the Ministry of Education and Training. Direct admission will be carried out in accordance with the regulations of the Ministry of Education and Training for talented, excellent and outstanding candidates. In addition, it is mandatory for training institutions to have a way to convert equivalently between admission methods and combinations to ensure that students are arranged according to their inherent capacity, core qualities, and meet the requirements of each specific training program. This leads to the fact that schools do not need to allocate quotas between admission methods. Admission will be carried out from high to low to see more fairness between candidates when participating in the admission.
Further analyzing these two new points, according to Associate Professor Dr. Nguyen Thu Thuy, eliminating early admission and converting equivalent scores between methods is to ensure more fairness among candidates, not to reduce their opportunities. Not because early admission will increase the chance of admission because each student can only study one major at one school. Allowing students to register for an unlimited number of wishes and the Ministry's general admission support system will help students get the highest admission to their wishes in order of priority.
"Whether the admission is early or after the high school graduation exam results are available, each student will only pass one wish, and will not take away anyone's opportunity," Associate Professor, Dr. Nguyen Thu Thuy emphasized.

BONUS POINTS DO NOT EXCEED 10% OF THE MAXIMUM TOTAL ADMISSION SCORE
Another new point, according to Associate Professor Dr. Nguyen Thu Thuy, universities are allowed to convert foreign language certificates into foreign language scores for admission purposes. Therefore, candidates do not have to take the foreign language exam in the high school graduation exam if they have a foreign language certificate as prescribed.
However, the Department Head said that the priority bonus points of each candidate do not exceed 10% of the maximum score (this bonus point is after adding regional priority points and subject priority points); at the same time, the total score of the candidate does not exceed the maximum score".
REMOVE THE REQUIREMENT FOR EACH MAJOR TO HAVE A MAXIMUM OF 4 ADMISSION COMBINATIONS
Also directly related to the recruitment of PhDs, Associate Professor, Dr. Nguyen Thu Thuy said that the regulations on the threshold score to ensure admission to the health and teacher training sectors will remain the same as the current regulations, and no adjustments will be applied this year to suit the preparation process of PhDs in the past time to participate in the recruitment of these sectors.
In addition, some new points of the regulation directly affect the school's enrollment plan. Accordingly, the regulation removes the requirement that each major and each program have a maximum of 4 admission combinations, meaning there is no limit to the maximum number of admission combinations for a specific major or program.
Explaining this regulation, a representative of the Ministry of Education and Training said: "We want to create opportunities for candidates to be admitted to the major they want. While the total number of subjects is greater, the number of subjects candidates take in the high school graduation exam is only 4 subjects, the number of admission combinations is not too large, so limiting the number of combinations for a major is not necessary." However, according to the Director of the Department of Higher Education, there is a regulation that will be applied from 2026 on the number of common subjects between admission combinations must account for 50%.
Also this year, universities and colleges use high school results for admission, the new point in the regulation is to use the learning results of the entire 12th grade. This affects the high school level, so that students do not leave behind knowledge from 12th grade.
How to calculate the score of the aptitude test?
Also in the program, Dr. Nguyen Quoc Chinh, Director of the Center for Testing and Training Quality Assessment (Ho Chi Minh City National University), noted new features of the competency assessment exam, especially how to achieve the highest results in the exam with structural adjustments this year.
According to Dr. Chinh, this year's exam has some innovations compared to last year. In terms of content, the exam has certain adjustments, designed so that candidates, regardless of their chosen subjects, can still have easy and fair access to the competency test. Specifically, the exam consists of 4 parts, of which the first 3 parts (Vietnamese, English and math) are 3 subjects that all students study. The 4th part assesses logical thinking and scientific reasoning. The exam does not ask in-depth questions about physics, chemistry, biology, history, or geography, but requires candidates to use their abilities based on the data provided in the exam to perform.
"Therefore, students do not need to study in depth to do the test. Because, although there is knowledge that seems similar to physics, it is scientific," Dr. Chinh added.
Regarding the scoring method, Dr. Chinh said that the test has 120 questions with a maximum total score of 1,200 points. However, not every question is worth 10 points, but depending on the difficulty and distinction, the weighted score will be different. "TS does not need to go to a test preparation center to review," Dr. Chinh advised.
