Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep made the statement when concluding a meeting to respond to super typhoon Ragasa, which is about to enter the East Sea, on the afternoon of September 22.

The world's strongest storms in 2025 so far

According to Mr. Hiep, with a strong intensity of level 17 (202 - 220km/h), gusting above level 17, super typhoon Ragasa is the strongest storm in the world in 2025 according to current measurements, and will be the strongest storm in Vietnam's history measured in the East Sea.

Meanwhile, a year ago, super typhoon Yagi in the East Sea had the strongest wind at level 16 (184 - 201km/h), gusting above level 17.

"We are hopeful that the storm will develop as currently forecasted - when entering the East Sea, super storm Ragasa will weaken due to adverse factors," said Mr. Hiep.

According to Mr. Hiep, the current forecast is that around the morning of September 25, the storm will enter and ravage the Gulf of Tonkin with an intensity near the storm center of level 11-13 (103 - 149km/h), gusting to level 15-16.

Then it makes landfall at noon and afternoon of the same day with strong winds near the storm center at level 9-11 (75 - 117km/h), gusting to level 14.

However, this is only a 72-hour forecast, the accuracy is not high and the storm may get stronger or weaker compared to the current forecast, so people need to follow the next forecast bulletins.

With the current forecast, Mr. Hiep suggested that units and localities strictly control boats, depending on the situation and storm developments to proactively ban the sea. In particular, in the immediate future, it is necessary to strictly control boats going out to sea, to avoid the situation where the boats cannot be counted when they leave.

The second is to ensure safety for aquaculture cages. According to Mr. Hiep, the Northern and North Central sea areas have about 165,000 hectares of aquaculture, so it is necessary to strictly control and have a plan to ensure safety.

Concerns about rain and reservoirs

"The issues we are most concerned about are rain and safety as well as the operation of the inter-reservoir system. According to the inter-reservoir system operation process, irrigation and hydroelectric reservoirs in the Northern region are currently at the end of the main flood season - which means the reservoirs are almost full of water.

Currently, Hoa Binh hydroelectric reservoir is about 5m above normal water level, Son La reservoir is more than 1m, Thac Ba reservoir is about 0.48m, Tuyen Quang reservoir is 2m... therefore, if extreme heavy rain occurs, reservoir operation will be very difficult.

Irrigation reservoirs also maintain 80-90% of capacity. Therefore, the operation of inter-reservoirs needs to closely follow the 48-hour forecast to calculate appropriate operations, avoiding repetitions like at Thac Ba hydropower reservoir in 2024 or Ban Ve hydropower recently," said Mr. Hiep.

Mr. Hiep also warned of the possibility of thunderstorms before, during and after the storm at sea and on land.

Therefore, he suggested that units and localities with ships operating in the Gulf of Tonkin need to closely monitor forecasts and warnings to avoid incidents like the one in Ha Long Bay (Quang Ninh) recently.

Regarding crops, according to Mr. Hiep, there are about 810,000 hectares of rice at risk of being affected by storms and rains, of which only about 200,000 hectares can be harvested, so localities need to urgently harvest immediately with the motto "green house is better than old field", and the area that cannot be harvested needs to have drainage solutions and prepare field pumping stations.
