Students owe support money: Province adds 2.64 billion VND to pay

Khanh Hoa province has just decided to supplement the budget estimate for Khanh Hoa University with more than 2,642 billion VND to pay monthly living and study support for pedagogical students who have been in debt from 2022, 2023 to present.

According to the decision issued by the People's Committee of Khanh Hoa province on June 29, the province has added more than VND2,642 billion to the 2025 budget for Khanh Hoa University to support living expenses for pedagogical students training according to social needs from 2022 and 2023 to present. Additional 2.64 billion VND to support students

A total of 26 pedagogical students (courses 7 and 8) of Khanh Hoa University were admitted to training according to social needs, from October 2022 and October 2023 to present, but have not yet received monthly living and study support payments as prescribed in Decree 116/2020/ND-CP of the Government.

The above mentioned pedagogical students trained according to social needs are outside the number of pedagogical students assigned by the People's Committee of Khanh Hoa province to train teachers for the school, but have been approved by the Ministry of Education and Training and assigned to Khanh Hoa University for enrollment.

Regarding support policies for pedagogical students, according to the provisions of the Government's decree, from the 2021-2022 school year, all pedagogical students will receive monthly State support for living and studying expenses (10 months per school year) for each student of 3.63 million VND.

Students who want to receive support must sign a commitment with their family to serve for a specified period of time after graduation.

However, from 2022, Khanh Hoa province will only approve funding to support the study of pedagogical students within the quota assigned by the province to Khanh Hoa University for enrollment and training.

For the 26 pedagogical students mentioned above, the school does not collect tuition fees and has made many reports proposing solutions. However, the province has not approved the budget to pay for monthly living and study support according to Government regulations.

On April 21, 2025, Khanh Hoa Provincial People's Committee issued an urgent directive "assigning departments to review and propose funding to support pedagogical students". of Khanh Hoa University. Afterwards, the Department of Finance submitted a proposal to the Provincial People's Committee to direct the disbursement of more than 2.64 billion VND, so that the school can pay all the living and studying support money for the number of pedagogical students trained according to the stated social needs.

On June 27, Khanh Hoa Department of Finance continued to submit a document to the Provincial People's Committee for consideration and decision to supplement the 2025 budget estimate for Khanh Hoa University with over 2.64 billion VND to pay for living and studying support for the 26 pedagogical students mentioned above.

When is student living allowance paid?

Responding to Tuoi Tre Online on June 30, Dr. Phan Phien - principal of Khanh Hoa University - said that on the morning of June 30, the school issued decisions on supplementing and publicizing the budget that had just been approved by the province to supplement the school to pay for living and studying support for 26 pedagogical students.

The monthly living and study allowance will be paid in one lump sum (until the end of 2025) to each pedagogical student, which is quite large. Specifically, the allowance for each pedagogical student of the 7th course is 33 months, totaling 119.79 million VND. Each student of the 8th course will be paid 23 months, totaling 83.49 million VND.

On the other hand, according to regulations, in the application for and commitment to reimbursement of tuition and living expenses of each student mentioned above, there must be the opinion of the parents and the co-signing of that commitment.

Therefore, to ensure that students receive the above large amount of study support, the leaders of Khanh Hoa University have assigned relevant functional departments to invite and notify parents about the payment of that support to students.

According to Mr. Phien, it is expected that by July 3 at the latest, the school will complete the payment of that support money to all of the above pedagogical students.
