Households in sub-zone 3, Ha Trung commune reported the incident.
To clarify the content of the petition, we went to Sub-area 3, Ha Trung commune to find out the matter. In 1990, Ha Trung town, Ha Trung district (old) sold residential land to 23 families in Ga market area (now Sub-area 3), facing the railway. In order to facilitate the movement of people in the plots of land behind, at that time Ha Trung town opened a road connecting National Highway 1A to the railway corridor. Because it was a dead-end road and close to the railway corridor, people rarely traveled there. On December 12, 1996, Mr. Cao Phu Yen's family submitted a petition to the Chairman of the People's Committee of Ha Trung town and the head of Sub-area 3 asking to borrow the land at the end of the road to increase production. After that, Mr. Yen's family has used the above land from 1996 to the present and built a solid gate.
Recently, due to the increased need for travel, households along the railway corridor have come to meet and discuss, and persuade Mr. Yen's family to return public land which is the residential road, but to no avail. Mr. Do Van Viet - representing 21 households, indignantly said: "For many years, Mr. Yen's family has encroached on part of the road in lane 11 for private use. We, the households, request the Ha Trung commune government to promptly resolve the above matter and return the road to us, the people, to benefit from it."
Working with the Ha Trung commune government, we learned that after receiving the petition from households in sub-area 3, in early May 2025, Ha Trung town established a working group to inspect the cadastral map system, traffic routes and the reality in the residential area. Through the inspection, lane 11 still ensures traffic for households adjacent to the railway corridor. However, the planned traffic land adjacent to Mr. Yen's house has been fenced and a solid gate built. Considering this is an act of encroachment on public land, Ha Trung town has issued a document requesting Mr. Yen's family to dismantle the existing construction on the land, returning the original state of the traffic land. However, on July 18, 2025, when we and representatives of Ha Trung commune leaders came to meet with the households, the gate and fence construction on the encroached land had not yet been dismantled by Mr. Yen's family.
Mr. Do Van Vinh, Chief of Office of Ha Trung Commune People's Committee, said: "In the coming time, Ha Trung Commune will continue to request Mr. Yen's family to seriously dismantle the construction built on encroached land and return the land to the State for management. After clearing the encroached land, the commune government will fence it off to prevent households from violating the railway corridor."
To completely resolve the petitions of the households in sub-area 3, the Ha Trung commune government needs to take more drastic action in requesting Mr. Yen’s household to dismantle the constructions, move trees and crops on the encroached land, and return the public land to the State as soon as possible. This also contributes to reducing the situation of prolonged petitions and insecurity at the grassroots level.
