New momentum for Vinh Long province's economy to break through

Vinh Long currently has 1 economic zone and 11 industrial parks, of which 6 have been put into operation, playing a core role in industrial development, enhancing competitiveness and promoting sustainable growth. The provincial economic zone management board (management board) proposed to hire a consultant to evaluate the effectiveness of the planning, and at the same time recommended prioritizing investment in key transport infrastructure to create momentum to attract investment.

This is one of the urgent requirements today, which is to have drastic solutions to speed up the progress of undeveloped industrial zones, while at the same time increasing the attraction and invitation of strategic investors.

New development momentum

Mr. Nguyen Van Phuong - Head of Vinh Long Economic Zone Management Board said that the management and implementation of economic zones and industrial parks have always been focused on, especially in removing difficulties and obstacles for businesses. Thanks to that, many large-scale projects have been put into operation, creating jobs for a large number of local and regional workers, contributing to promoting sustainable socio-economic development.

According to Mr. Phuong, in the first months of the year, the operations of enterprises in economic zones and industrial parks were generally stable, ensuring good environmental requirements, policies for workers, security and order, and food safety and hygiene. However, besides the advantage of high occupancy rates in industrial parks that have come into operation, Vinh Long still faces major challenges: limited industrial land fund, slow progress in implementing some zones, causing the work of calling for infrastructure investors to not meet expectations.

In addition, the work of removing difficulties for infrastructure investors and secondary investors is still slow and prolonged, affecting the progress of project implementation. The province's transport infrastructure has not been upgraded or expanded according to the plan; the infrastructure system inside and outside the zones is not synchronous, reducing the attractiveness to investors.

In addition, the implementation of new industrial zones, despite having been approved for investment, still faces many obstacles. In particular, the construction of resettlement areas for compensation and site clearance is still slow, significantly affecting the progress of industrial zones. The provincial management board is focusing on integrating and reviewing all planning of economic zones and industrial zones, resolutely adjusting or replacing projects that are no longer suitable to maximize local advantages and improve development efficiency.

At the same time, the province has completed submitting to the Prime Minister for approval the project to adjust the master plan for the construction of Dinh An economic zone until 2040, and is implementing zoning plans, creating a solid foundation to attract investment according to the approved orientation.

Infrastructure solutions

Currently, the Vinh Long Economic Zone Management Board is closely coordinating with relevant sectors, localities and units to speed up the progress of implementing resettlement areas to serve compensation and site clearance for key industrial parks such as Dong Binh, Gilimex Vinh Long, An Dinh and Hoa Phu (phase 3).

Focus on coordinating and urging investors to promptly complete the infrastructure of Phu Thuan Industrial Park, step up promotion and attract secondary investors; continue to support investment procedures for construction and business of Giao Hoa Industrial Park infrastructure, as well as remove difficulties so that projects can soon come into operation on schedule.

Project to upgrade and expand 4 sections of National Highway 60, connecting Rach Mieu Bridge - Co Chien Bridge under BOT form.

Regarding transport infrastructure, the province has proposed that the central government consider and balance the funding source of about VND 19,680 billion in the period of 2026 - 2030 to invest in key transport projects. In addition, Vinh Long proposed to prioritize the allocation of public investment capital for projects on coastal roads that have been approved by the Government.

At the same time, calling for investment to upgrade sections 2, 3, 4 of the National Highway 60 expansion project, connecting Rach Mieu Bridge to Co Chien Bridge under the BOT form. These projects, when completed, will create an important driving force, increasing investment attraction in industrial parks and economic zones of the province.

In the orientation of attracting investment in the coming time, the management board has proposed that the Provincial People's Committee report to the Government to consider assigning the authority to the Chairman of the Provincial People's Committee to decide on the agency to appraise, grant certificates and manage investment for projects with boundaries both inside and outside the economic zone.

The province has also proposed to adjust the zoning plan of Binh Minh industrial park (scale 1/2000) to increase the area of ​​industrial land for lease, creating conditions to fill the area; review the planning of the dry port system to serve the development of the logistics center, avoiding overlap with the invested planning part.

In addition, it is recommended to allow the transfer of 145 hectares of industrial land from industrial parks that are not yet in use until 2030 to Hoa Phu Industrial Park (phase 3), to have sufficient basis to approve the project investment policy.
