
The flow of goods through the Nam Giang international border gate has increased rapidly. Therefore, the number of heavy-duty vehicles passing through the border gate, transporting goods, especially ores, to ports in Quang Nam , Da Nang, Thua Thien Hue on National Highway 14D, Ho Chi Minh Road, and National Highway 14B is increasing.
According to statistics, there are 12 businesses specializing in transporting goods, with an average of 200 vehicles per day. Meanwhile, National Highway 14D (Nam Giang) has low technical standards and an unstable structure, which puts great pressure on the infrastructure, causing the road to deteriorate severely in many locations.
Faced with the above situation, the Quang Nam Department of Transport has implemented many measures, including establishing a Traffic Support Team to assist when vehicles have an accident due to falling into a ditch and overturning, coordinating traffic flow to clear congestion, etc. Repairing damage with the budget for management, maintenance, and regular repair has been arranged.
Actively coordinate and work with the Vietnam Road Administration to continue to supplement and arrange funds to promptly fix and repair damages. Check, detect and promptly handle violations of regulations on traffic infrastructure.

Implementing the direction of the Provincial People's Committee, Quang Nam Customs Department continues to control the load of transport vehicles under the authority and direction of the Ministry of Finance in Official Dispatch No. 8307 dated June 23, 2014 on coordination of the work of controlling the load of transport vehicles to ensure traffic safety and order. The provincial traffic police force and Nam Giang district maintain patrol and control work on National Highway 4D to promptly detect and strictly handle violations of traffic safety and order. Coordinate and support the Department of Transport Inspectorate to stop vehicles to control the load of vehicles.

Working with the monitoring delegation of the Provincial People's Council's Economic - Budget Committee recently, Deputy Director of the Department of Transport - Mr. Tran Ngoc Thanh said that, with the responsibility of the industry, to resolve the petition of voters of Nam Giang district on the proposal to upgrade National Highway 14D and control heavy-tonnage vehicles circulating on this route, the 2024 Interdisciplinary Inspection Team to control vehicle load by the Department of Transport Inspectorate and the Provincial Police Traffic Police force in May and June deployed load weighing near the beginning of the route.
The Provincial People's Committee has issued a document requesting the Ministry of Transport to consider and invest in repairing National Highway 14D in Official Dispatch No. 4822 dated July 24, 2023, Official Dispatch No. 5519 dated August 17, 2023, Official Dispatch No. 5985 dated September 6, 2023. The Ministry of Transport is assigning the Thang Long Project Management Board to review and update the report documents proposing the investment policy for the project to upgrade and expand National Highway 14D, and submit it to the Ministry for consideration soon (Quang Nam Newspaper has informed).
Mr. Tran Ngoc Thanh added that in order to promptly repair damage and ensure traffic on National Highway 14D while there is no investment project to expand and upgrade, the Department of Transport has proposed that the Ministry of Transport allocate funds to repair severely damaged sections in 2023 and 2024, including 4 projects with a total investment of 72 billion VND.
Currently, investment preparation has been completed; 1 project is about to be implemented (additional project in 2023), 2 projects are being bid for (expected to start construction in July 2024) and 1 project's maintenance plan and cost estimate are being submitted for approval (expected to start construction in September 2024). The leaders of the Department of Transport continue to direct the inspection force to strengthen inspection and handling of cases of vehicles carrying overloaded vehicles.

Deputy Chief Inspector of the Department of Transport - Mr. Ho Cong Tri informed that on June 28, 2024, the Department of Transport held a conference to sign a commitment to comply with the law on freight transport on National Highways 14D and 14B with the participation of 12 enterprises with means of transporting goods through Nam Giang international border gate.
At the conference, businesses signed a commitment to strictly load goods onto vehicles and containers according to the regulations of the Ministry of Transport. Do not hand over vehicles to unqualified drivers; do not use drivers without a driver's license or after using alcohol or stimulants to drive vehicles. Do not let vehicles that do not comply with traffic regulations participate. Business owners and vehicle owners require drivers to sign a commitment to drive safely, not to exceed the speed and driving time according to regulations; not to speed, overtake recklessly, encroach on lanes; not to carry goods exceeding the permitted weight and other regulations of the law. Be responsible for monitoring and supervising the transportation process of the vehicle; be responsible and be handled when violating transportation activities.
